SECURITY CLEARANCE REQUIRED – NATO COSMIC TOP SECRET

Under the direction of the NCI Agency Project Manager, the incumbent(s) will perform the duties and by supplying the key personnel for the following activities/functions/profiles:

• Technical Governance for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) development.
• Governance regarding NATO current Intel production and Intel sharing systems/architecture.
• Synchronising diverse Intel and C2 data from complex and disparate pathways.
• Geospatial data for Defence and Intelligence.
• Running workshops in a Defence context.
• NATO and FMN compliant C4ISR system of systems.
• Maintaining a coherent development approach.

REQUIREMENTS

• Education – MSc or equivalent; PhD desirable.
• Experience in Defence – Over 5 Years.
• Clearance – NATO COSMIC TS.
• Knowledge and experience of technical governance roles – 5 years.
• Knowledge of data discovery and dissemination in deployed environments – 2 years.
• Knowledge and practical experience of geospatial data for Defence and Intelligence – 5 years.
• Knowledge of C4ISR systems delivery, including solution and enterprise architecture – 5 years.
• Knowledge and experience of conceptual modelling (UML, BPMN, Archimate) – 5 years.
• Knowledge and practical experience of Python/Javascript – 5 years.
• Knowledge and practical experience of the Esri system (desktop and server) including design and deployment – 5 years.
• Knowledge and practical experience of GEOINT workflows and analysis – 10 years.

C4ISR Subject Matter Expert (ISR dimension) with practical experience of ISR workflows and tooling, JISR landscape and NATO Intelligence Cycle, and related processes.

• Support for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) with C4ISR Subject Matter (ISR dimension) expertise.
• Synchronization of diverse ISR data from complex and disparate pathways.
• Identification, documentation and registration of authoritative ISR data.
• Geospatial data domain for Defence and Intelligence and the ISR/GEOINT tradecraft.
• End-user engagement within NATO to identify appropriate functional solutions.
• Experience with BICES production and intel sharing systems / architecture.

• C4ISR Subject Matter Expert (C2 dimension)

Support for NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) C4ISR (C2 dimension) Subject Matter expertise with C2 data/workflows and related registration and workshops.

• Working with C4ISR (C2 dimension) landscape assessments and NATO data/architecture/interoperability.
• Running workshops in a defence context and improving C2 data workflows.
• Providing solutions for C2 data access, registration, documentation and visualization for INTEL operators.

• Experience running workshops in a Defence context
• Knowledge as an JISR end user within a NATO construct

Support for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) Systems engineering SME; practical experience of secure systems engineering; deploying and securing the Esri platform in complex defence enterprise environments; and synchronising/monitoring diverse data flows.

• Knowledge and practical experience of secure systems engineering in a Defence context – +5 years
• Knowledge and practical experience of deploying and securing the Esri platform in complex defence environments – +5 years

Esri platform SME (2 profiles) supporting the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) with all aspects of the Esri platform including design, development, integration and data visualisation in an enterprise environment.

• Knowledge of geospatial data selection and publication; experience with Python scripting in a Defence context (Esri)
• Running workshops in a Defence context; ISR/GEOINT tradecraft; end-user support for Esri-based solutions
• Senior/Lead level; Clearance – NATO COSMIC TS; Education – MSc or equivalent; Experience in Defence – Over 5 Years
• Knowledge of Esri platform delivery, including solution and enterprise architecture – +2 years
• Knowledge of synchronising diverse data from complex and disparate pathways – +5 years
• Knowledge of data visualisation using Esri in Defence data
• Creation of dashboards and user interfaces
• Geospatial data for Defence and Intelligence; Python scripting (ArcPy, ArcGIS API for Python, etc.); ISR/GEOINT tradecraft

Training design and delivery for NATO GEOINT; practical ISR/GEOINT training design, including Training Needs Analysis (TNA); defining training scope and frameworks; design, development and delivery of NATO GEOINT training.

• Qualifications – Defence related Train the Trainer
• ISR/GEOINT training design and delivery, including TNA – +5 years

Support for the NATO Secure Common Multi Source Unified Intelligence Portal (Common Intelligence Picture) NCI Agency PM on Project/Management/Support-Coordination (3 profiles).

• Preparing/attending NATO stakeholder meetings
• Documentation support and high-quality presentations
• Main Point of Contact for the support team for the NCI Agency PM
• Orchestrating activities of contractors to meet SPRINTS goals; supporting SPRINT events
• Project reporting; risk and issue logs; requirements management/periodisation
• Coordination with NATO commands as requested

REQUIREMENTS

• Senior Manager: Clearance – NATO COSMIC TS; Education – MSc or equivalent; Project management skills +10 years; Experience in Defence – Over 10 Years; Military background – Technical or Staff Officer (10+ years, desirable); Knowledge of Defence C2/ISR capabilities, policy, data, practice and management (+10 years); Requirements elicitation/management and development in Defence context (+10 years); Knowledge of NATO policy on COTS; Knowledge of secure Information Environments and architectural design (+10 years); Experience running workshops in Defence (+10 years).
• Deputy Manager: Clearance – NATO COSMIC TS; Experience in Defence – Over 10 Years; Military background – Technical or Staff Officer (10+ years); Knowledge of Defence CIS design, delivery and management (+10 years); Requirements elicitation/management and development in Defence context (+10 years); C2 process and procedure planning alignment with CIS systems development (+10 years); Provision of operational CIS to deployed forces; Knowledge of BICES and NATO INTEL production/sharing systems/architecture.
• Support-Coordination: Clearance – NATO COSMIC TS; Education – BSc or equivalent; Experience in Defence – Over +5 Years; Qualifications – APMG Agile PM Practitioner or Prince2; Knowledge of project management in Defence context (5 years); NATO GEOINT/ISR experience (+5 years); Resource management in technical Defence context (+5 years); Secure NATO delivery; Defence CIS systems and management; Defence training design/delivery experience.
