Job description

The Intermediate Planner is responsible for coordinating and processing planning-related applications under the regulations of the Planning Act, including administrative review and technical reporting on specific planning matters, primarily for local municipalities. This position also focuses on enhancing and supporting the customer experience with modern self-serve web-based tools.

Main duties include but are not limited to:

  • Assist the Director of Planning and Economic Development Services in the processing and review of development applications, generally at medium complexity including but not limited to site plans, detailed subdivision review and agreement preparation, and more complex zoning by-law amendments.
  • Receive and respond to inquiries from the public, internal staff, external agencies, developers and qualified professionals.
  • Prepare planning reports and provide comments and recommendations on development applications, taking into consideration conformity with the Official Plan, the Provincial Planning Statement and other relevant legislation.
  • Conduct site visits, prepare draft plan approval conditions, bylaw amendments, presentation maps, related documentation and conduct research as requested by the Director.
  • Work closely with local municipal senior management staff and provide planning services at the Township office as the lead planner for 1-2 local municipalities and establishing office hours in those municipalities.
  • Participate in major planning projects such as 10-year reviews of the County Official Plan, Comprehensive Planning Studies, population and development trend studies, and related matters.
  • Assist in the preparation of documents for Ontario Land Tribunal hearings. Prepare planning reports as directed by the Director.
  • Facilitates meetings with County Staff, local municipal and agency staff, and various stakeholders including the public.
  • Occasionally required to work outside of scheduled hours to attend and/or present at public meetings/council meetings on behalf of the department.
  • Records, maintains and updates Planning development application directories.
  • Follow all Health & Safety policies and procedures and report any non-compliance or any possible safety risks.
  • Perform other duties as assigned.

Qualifications:

  • University Degree in Planning, Geography or a related discipline with at least five years of relevant professional planning experience, preferably within the municipal sector. Candidates with an equivalent combination of education and experience may be considered.
  • Membership or eligibility for membership in the Ontario Professional Planners Institute is preferred.
  • Sound knowledge of the Planning Act and other related land-use planning legislation and policies is required.
  • Working knowledge and experience with Cloudpermit and GIS (Geographic Information Systems) is an asset along with experience and proficiency in utilizing virtual meeting platforms, such as Microsoft Teams or Zoom.
  • Excellent written and verbal communication skills. Ability to maintain discretion and confidentiality of information is critical.
  • Excellent organizational and analytical skills, attention to detail, and the ability to meet deadlines under pressure with minimal supervision is required.
  • A valid Class 'G' Driver's License in good standing with a satisfactory driving record; travel between off-site locations may be required.
  • Ability to provide a current satisfactory Criminal Record Check.

2025 Salary Range: $81,785 to $95,677 (35 hours per week) with full benefit package and pension
