Job description

Are you looking for a role that will challenge you? If you answered yes, then this may be the job for you! Our S&T Business Management Office is looking for a Project Leader! Do you see yourself in a role where you will be responsible for planning, delivering and managing large and complex Science & Technology/Research & Development projects to the full satisfaction of the Clients and Stakeholders (AECL, Federal partners, and commercial clients)? What will you be doing!

  • Managing the end-to-end delivery of a portfolio of 10-15 medium-risk multi-year S&T projects totaling $5M to $10M annually.
  • Developing detailed project plans. Collaborating with Technical Leads to identify scope, requirements, quality standards, milestones, and deliverables. Developing work breakdown structures, schedule, and budget.
  • Collaborating with Branch Managers and Technical Leads to build project team and resource activities. Ensuring effective collaboration and communication across team members.
  • Identifying equipment and services procurement strategies.
  • Managing internal and external stakeholders to ensure requirements are met.
  • Proactively identify risks. Developing and managing risk treatment strategies. Proactively addressing issues to minimize project disruptions.
  • Identifying and negotiating changes to scope, schedule, and budget with clients, project team, and stakeholders. Preparing and processing Change Requests as required.
  • Monitoring and managing project schedule & budget performance using Earned Value Management.
  • Preparing and reviewing progress reports with management, clients, and stakeholders.
  • Conducting lessons learned meeting, share successes, and area for improvements with the organization.
  • Other duties as assigned by your manager.

What we are looking for:

  • Education
    • Bachelor (honours) in Engineering or Science from a university of recognized standing. OR
    • Membership in an Engineering or scientific professional organization authorized by statute to establish qualification for membership in that organization. OR
    • An alternative qualification is a certificate from the Project Management Institute (PMI).
  • Experience
    • A minimum of three to five (3-5) years progressive experience and resulting knowledge of applying 9 Project Management Areas including (Scope, Cost, Time, QA, Communications, Human Resources, Risk, Procurement, and Integration) to medium-risk projects.
    • Experience delivering safety, security or safeguards projects is considered an asset.
  • Knowledge, Skills & Abilities
    • Knowledge in the typical phases of a project lifecycle, specifically for S&T and R&D projects.
    • Experience in the delivery of a project in a regulated environment.
    • Ability to nurture and maintain constructive and cooperative working relationships with a moderate number of internal and some external contacts.
    • Ability to build and sustain moderately-sized teams; typically between six to twelve (6-12) contracted, seconded, or CNL employees.
    • A thorough knowledge of business and management principles involved in project planning, budgeting, resource allocation and coordination, as well as leadership technique.
    • A thorough knowledge of procurement and financial processes.
    • Advanced knowledge of Microsoft Office Suite Applications (i.e. Word, PowerPoint, Excel, Access and Outlook);
    • Good knowledge and demonstrated experience in application of negotiation skills; and
    • Good knowledge and demonstrated experience in application of contract administration and research & development, and oversight to effectively manage the output of external suppliers.
  • Security Clearance Eligibility Required
    • Reliability Status with Site Access Security Clearance (SASC), which has a minimum requirement of 3 years of verifiable history in Canada, Australia, New Zealand, the United States and/or the United Kingdom. CNL implements security screening in accordance with the Treasury Board of Canada Secretariat's “Standard on Security Screening” and the “Policy on Government Security.”

Location:

CNL works with employees across our Canadian locations to enable remote work when possible. This role requires regular work at CNL’s Chalk River Laboratory site while also permitting the employee to spend the majority of their time working remotely, should they so desire. CNL employees who choose to work remotely the majority of the time are provided with the equipment required to be successful at their remote workplace (laptop, chair, monitor, etc.); however, they are not provided a dedicated onsite office. CNL’s Chalk River laboratory is nestled in the Ottawa Valley. It affords our employees an area that is environmentally pristine with extensive forests, hills and numerous small lakes, all of which support a variety of wildlife typical to the southern edge of the Canadian Shield. Many surrounding towns, such as Pembroke, Petawawa, and Deep River, provide you with unparalleled outdoor adventures at your doorstep!
