ABOUT THE ROLE

Reporting to the Supervisor, Debt and Investor Relations, this role supports the Region’s funding strategy, manages financial obligations, liaises with investors and credit agencies, and develops related policies.

WHAT YOU'LL BE DOING

• Develop financial models for the Region’s Long-Term Debt Strategy, optimizing funding sources.
• Create multi-year capital funding models for 10 and 20-year forecasts.
• Analyze findings and recommend optimized funding strategies.
• Benchmark debt positions against peer municipalities.
• Assess reserve adequacy, propose funding strategies, and model long-term cash flows.
• Develop financial models for debt and financial obligation management plans.
• Prepare presentations for investors and communicate with internal and external stakeholders.
• Participate in inter-governmental committees on financing issues.
• Perform other related duties as assigned.

WHAT WE'RE LOOKING FOR

• Master’s Degree in Finance, Business Administration, Mathematics, Economics, or relevant professional designation (e.g., CFA, CA), or equivalent experience.
• Minimum five years of financial analysis, forecasting, and project management experience in a large organization.
• Proven ability to analyze data, prepare reports, and develop financial models.
• Strong understanding of accounting principles and municipal finance legislation.
• Knowledge of capital markets and financing practices.
• Excellent communication, teamwork, and initiative skills.
