Job Summary And Work Unit Description

Toronto Water’s Distribution & Collection – Field Innovation Team is developing a Smart Water Network to modernize the management and maintenance of the division’s linear infrastructure. This initiative will expand the use of linear network sensors, Digital Twin technology, and other innovative solutions to enhance operational efficiency, risk management, and service delivery. The Project Coordinator plays a key role in this work, reporting to the Senior Project Manager and providing direct support in planning, deploying, and integrating sensor-based monitoring systems, piloting new technologies, and managing vendor contracts to ensure deliverables are met. Working collaboratively with internal divisions, technology vendors, and corporate partners, the Project Coordinator helps deliver technology-driven solutions that advance Toronto Water’s strategic goals and strengthen the protection and performance of its linear infrastructure.

Major Responsibilities

  • Support the development and implementation of plans and procedures to meet program requirements, ensuring alignment with divisional strategic objectives.
  • Coordinate activities for technology-driven projects, assisting in applying project management practices to maintain effective teamwork, quality deliverables, and knowledge sharing.
  • Assist in preparing reports for management, summarizing project progress and identifying opportunities for improving business processes and technology use.
  • Monitor project funding, schedules, and deliverables, and assist in preparing Terms of Reference, scopes of work, and change requests as required.
  • Coordinate the work of internal staff, consultants, and contractors under the direction of the Senior Project Manager to ensure project tasks are completed on time and to standard.
  • Conduct research on industry trends, corporate policies, legislation, and best practices related to linear infrastructure technologies.
  • Support the evaluation and piloting of new technologies, including Digital Twin solutions, operational technology (OT) systems, and sensor networks, to improve water distribution and wastewater collection operations.
  • Assist in resolving operational challenges and help facilitate the integration of sensor networks and OT solutions into existing infrastructure.
  • Maintain collaborative relationships with other City divisions, government agencies, consultants, developers, suppliers, and contractors to support project delivery.
  • Assist in updating and developing standards, guidelines, and processes to effectively manage projects, improve service delivery and infrastructure management.
  • Provide technical and administrative support in resolving project-related issues, ensuring compliance with policies and regulatory requirements.
  • Assist with the preparation of reports, presentations, procurement documents, contract specifications, and cost estimates.
  • Support the analysis of business processes and operational data to identify efficiencies and quality improvement measures.
  • Maintain accurate documentation, and support the production of reports, studies, surveys, and research summaries.
  • Contribute to the consistent application of project administration, documentation, and technical design standards across assigned projects.

Key Qualifications

  • Must have possession of a related university degree, designation as a Project Management Professional in good standing in Ontario, or the approved equivalent combination of education and experience.
  • Considerable experience with linear infrastructure technologies and their application in water distribution and wastewater collection systems, including experience with technology-driven projects such as sensor networks, Digital Twin technology, data analytics, and automation solutions.
  • Experience in managing the implementation of innovative technologies in municipal or utility environments.
  • Experience providing direction to staff and have an understanding of modern principles and practices of management and management controls.
  • Knowledge of Toronto Water or other divisions Customer service delivery initiatives.
  • Must possess a valid Province of Ontario Class `G' Driver's License and have daily access to a vehicle to travel to various work locations and construction sites in a timely and efficient manner.

You Must Also Have

  • Excellent written and verbal communication skills, including presentation and facilitation skills, with the ability to apply those skills using a wide range of media with numerous stakeholders including clients, staff, community agencies, senior management and government officials/politicians.
  • Excellent organizational and project management skills to manage multiple assignments and meet competing deadlines.
  • Ability to exercise independent judgment and discretion in handling matters of confidential, proprietary or sensitive nature as they relate to other senior staff, public and personnel matters.
  • Ability to work in a highly demanding work environment and fast paced work environment.
  • Proficiency in the use of corporate applications, in particular word processing, spreadsheets and database applications.
  • Familiarity with government in the area of occupational health and safety and other relevant government legislation including the Municipal Freedom of Information Act and the Accessibility for Ontarians with Disabilities Act.
