The Opportunity

As a trusted investment leader, the Director, Public Investments plays a pivotal role in shaping the long-term financial strength and sustainability of the organization.

Reporting to senior leadership and working closely with the Investment Committee and Board of Directors, this individual will provide strategic direction, portfolio oversight, and thought leadership across a diversified investment portfolio.

The Director, Public Investments will lead the design, execution, and continuous enhancement of investment strategies that align with the organization’s mission, risk appetite, and performance objectives. This includes overseeing manager due diligence, compliance, and monitoring frameworks; identifying new opportunities across asset classes; and ensuring that all investment activities reflect best-in-class governance and responsible investing practices, including ESG integration.

A key part of this role is cultivating and managing relationships with external investment managers, fund advisors, custodians, and internal teams to ensure effective execution of investment mandates and seamless collaboration across stakeholders. The Director, Public Investments will oversee all aspects of manager selection, contract negotiation, performance evaluation, and transition management, ensuring that each partnership advances the organization’s investment goals and fiduciary standards.

In collaboration with internal finance and risk functions, the Director, Public Investments will lead robust performance analysis, governance reporting, and compliance oversight. They will prepare and present high-quality reports and recommendations to senior leadership, the Investment Committee, and the Board translating complex data into strategic insights that inform decision-making and strengthen accountability.

Beyond day-to-day oversight, the Director, Public Investments will contribute to a culture of research and continuous improvement. They will maintain a disciplined research agenda that monitors global market conditions, economic trends, regulatory developments, and emerging investment opportunities. They will also play a lead role in reviewing and refining investment policies and procedures, driving innovation, efficiency, and excellence in investment operations.

As a people leader, the Director, Public Investments will mentor and develop a talented investment team, fostering a collaborative, high-performance culture built on integrity, professional growth, and shared success. They will encourage innovation, build capacity, and ensure that the team remains agile and future-focused in a dynamic and evolving investment environment.

What you’ll bring to the role:
  • Chartered Financial Analyst (CFA) designation preferred; other relevant professional designations or advanced degrees (e.g., MBA) considered an asset.
  • Minimum of 7–10 years of investment-related experience, ideally within a pension fund, asset management firm, or similar institutional investment environment.
  • Confident and demonstrated experience in ownership of evolving strategic design, risk management, and implementation of the publics portfolio (high level oversight provided by the CIO).
  • Full ownership of manager search process, hire, due diligence program oversight and termination of managers, and all related documentation.
  • Full ownership of the research function and best ideas evolution of each publics asset class
  • Experience and comfort presenting oversight, investment decisions and research findings to IC from time to time
  • Experience mentoring and developing a team of staff from new juniors to intermediate experience.
