The Opportunity

The Senior Manager of Information Governance (IG) & Freedom of Information (FOI) will spearhead the transformation, and modernization of the IG and FOI practices at the IESO. This role offers a unique chance to collaborate closely with leadership and be at the forefront of developing a holistic, proactive approach to managing complex information challenges. As the champion of Information Governance at the IESO, the Senior Manager will lead the promotion and strategic alignment of IG and FOI objectives to drive business transformation, and enhance the IESO’s reputation as a thought leader in the field. This position heads up a dedicated team working to advance IG and FOI programs, both by modernizing existing services, and steering new projects that span from the department to corporate level.

What you’ll do

Develop partner relationship management strategies to align key cross-functional information management stakeholders e.g., Information Security, Legal Services, Data Governance, Business Analysis
Identify strategic opportunities to advance IESO corporate priorities in connection with IG objectives
Represent the IG & FOI on senior cross-functional teams, and various committees, to positively influence outcomes with respect to relevant IG & FOI requirements
Ensure compliance with the IESO’s IG & FOI principles, policies, and processes
Lead the development of annual IG department budgets in support of the IG strategic plan and employee development needs, manage financial resources of the team, and prepare budget projections based on short- and long-term goals and objectives of the IG & FOI functional areas.
Provide leadership direction and manage department staff throughout their employment lifecycle.
Act as an external ambassador, spokesperson, facilitator for, and representative of, the IESO with key external stakeholders and industry communities/peers regarding IG and FOI matters
Provide strategic and tactical direction for the development and implementation of IG & FOI programs
Manage the implementation of the IESO’s IG Roadmap to ensure the IESO can meet its regulatory and legal obligations for managing information
Manage the IG & FOI project portfolio in connection with the IG Roadmap to ensure strategic alignment with IESO’s ability to drive business transformation and proactively mitigate significant strategic and operational risks
Lead the management of the IESO’s enterprise records management system (Content Server) to ensure efficient information sharing, access, protection, and compliance with regulations and the corporate records retention schedule.
Oversee the enhancements, stewardship, and ongoing maintenance of the IESO’s retention schedules, business classification scheme, information ownership frameworks, and information architecture models. This also includes the systems for managing these in connection with legal and regulatory requirements as well as internationally recognized best practices and standards.
Contribute to the development and implementation of a partnership strategy to support IESO’s advancement of holistically managing data and information as a strategic asset. This partnership includes but is not limited to the following cross functional areas: data governance, enterprise architecture, solution architecture, enterprise change, risk management, IT, legal etc.
Develop multi-year IG Roadmap to enable the implementation of IESO’s IG strategy. This includes the design and development of the IG project portfolio and annual evaluation process in alignment with the IESO’s business plan.
Align IG department projects and resources with the project intake process for the Enterprise Change Project Portfolio.
Provide regular updates to executive and senior leaders on the progress and residual risks of the IG & FOI program implementation
Manage the organization’s compliance with the Freedom of Information and Protection of Privacy Act (FIPPA). Responsible for ensuring that there is appropriate consultation and oversight from legal counsel, as required.
Lead the implementation and enhancements of the IG strategies and programs designed to ensure that the IESO proactively complies with legal and regulatory requirements and other government directives appropriately e.g. Market Rules; FIPPA, AODA, NERC-CIP, OEB Retention Directive etc.
Establish, design, develop and facilitate communications and presentations relating to IG for both internal and external groups including senior and executive leadership teams, regulatory bodies, auditors, user groups and industry associations.
Spearhead the development and administration of the annual IG/FOI office compliance assessments in alignment with the department strategies and IESO obligations as per legal and regulatory requirements. Liaise with cross functional leaders to report on compliance gaps and mitigation and continuous improvement opportunities.

What you need to succeed

Knowledge and expertise on a diverse range of topics including, but not limited to: information governance, records management, data governance, privacy, confidentiality & access management, information security, information architecture, program management, and risk management
Extensive knowledge of legal and regulatory requirements, in addition to applicable professional standards, to oversee any design and application changes and monitor controls for information management compliance across the company
Experience managing a broad base of disciplines related to the management of structured and unstructured information, such as but not limited to: information governance, records management, content management, knowledge management, information architecture, privacy, access management, risk management, project management, service desk management etc.
Departmental and people leadership experience with demonstrated excellence in managing teams working on multiple projects, priorities and continuous compliance deadlines, as well as the ability to coach, influence and inspire staff to achieve shared outcomes
Experience implementing corporate strategies.
Proven success in building relationships and maintaining corporate reputations through creating and delivering on communications, stakeholder and customer relations strategies, plans, and programs.
University degree and one or more professional designations in good standing from a recognized accredited body in a related field i.e., Records Management, Information Management, Information Governance, Privacy etc, including:
Certified Records Manager (CRM), Certified Information Professional (CIP), Information Governance Professional (IGP), Chief Information Governance Officer (CIGO), Certified Information Privacy Professional (CIPP)

A minimum of 10 years and up to 12 years is typically considered necessary to gain this experience given the variety of discipline areas (records management, content management, information governance, privacy, compliance etc.).
Supervisory experience of at least 5 years is expected to succeed in this role.
