Workshop Planning and Implementation Consultant

Location: Pretoria, South Africa
Reporting to: Chief Director: Health Systems Digital Health (Secondment)
Duration: Secondment Consultancy (2-month period) (February – March 2026)

Project Overview

Palladium implements the U.S.-funded Data.FI award, a $180 million, 5-year global project serving as the U.S. Government’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI accelerates data utilization, and strengthens health information systems, contributing to epidemic control and sustainability.

Role Summary

Palladium seeks a Workshop Planning and Implementation short-term consultant to support Data.FI in South Africa through secondment to the National Department of Health (NDoH), Digital Health Unit. This role is expected to assist the NDoH in implementing a series of provincial level workshops to facilitate the implementation of the national Digital Health Transformation agenda. The seconded consultant will ensure that workshops under the direction of the NDoH are successfully scheduled, implemented and reported in line with agreed expectations. This position may require travel within South Africa.

Key Responsibilities within the period of the contract
  • Schedule and implement workshops: ensure that all workshops identified by the NDoH are successfully scheduled with required participants; track implementation and address any issues; apply financial and accounting requirements in scheduling and booking.
  • Be on site during each workshop to manage processes, ensure recording of each workshop and its outputs.
  • Report on workshops and ensure all agreed outputs are recorded in required formats: maintain a complete, audit‑ready financial and administrative record; convert workshop outputs into electronic formats; produce an accompanying narrative report documenting process, implementation and outcomes.
  • Provide a complete financial and administrative record for each workshop delivered in line with NDoH and Data.FI South Africa requirements.
  • Workshop reports: provide a written electronic record of each workshop in an agreed template; collate all outputs for each individual workshop in an electronic format.
  • Final report: provide a written electronic report detailing work done and any issues encountered by the end of the contract.
Qualifications and Experience
  • Demonstrated experience in scheduling and implementing workshops for government officials in South Africa; specific experience with national and/or provincial Departments of Health is desirable.
  • Proven experience in following and meeting financial and accounting project requirements of the U.S. Government.
  • Strong understanding of the South African public health ecosystem.
