The Housing Development Agency (HDA) is a national public sector development agency that acquires and prepares land as well as develops the land and project manages the development of housing and human settlements. We carry out our activities in partnership with a range of stakeholders including national, provincial, and local government and municipalities, as well as with communities, developers, financiers, and other affected parties.

The HDA has the following temporary one‑year fixed‑term contract position.

Location: Head Office – Johannesburg

Reporting Line:
Manager: Land Property Management and Holding
Ref: HDA TPAO

Main Purpose

To maintain day‑to‑day billing, arrears management, administrative and leasing services relating to HDA property portfolio in order to meet legislative requirements and support the unit with administrative logistics and operations.

Key Performance Areas

1. Unit coordination and liaison

  • Coordinate regularly and provide reports on the immovable property portfolio, including monthly and quarterly reporting on property accounts and rental matters.
  • Assist with developing and reviewing unit policies and operating procedures.
  • Monitor, prioritise, schedule, and support unit programmes, tasks and activities.
  • Arrange unit meetings and record minutes.
  • Assist in administering unit dashboard and expenditure reports.

2. Rent and Rates Administration

  • Bill tenants monthly in line with signed lease agreements.
  • Ensure tenants pay their rentals on or before agreed timelines.
  • Ensure all municipal accounts are opened and paid timeously for all properties in the asset register.
  • Draft rent reconstructions for all leases in place.

3. Lease and Property Finance Administration

  • Coordinate with Finance to ensure appropriate and accurate financial reporting and budgeting.
  • Provide general assistance on ad‑hoc requests.

4. Document Management

  • Develop and implement a system for safekeeping and recording all documents relevant to rental and accounts administration in the Land Property Management and Holding unit.

5. Administration & Support

  • Provide general administrative support to the unit manager.
  • Control and follow up on all rent and municipal accounts administrative matters.
  • Manage logistical and administrative arrangements relating to leases, inspections, rent collections and property levies.
  • Render an all-round administration service pertaining to management of land and property assets.

6. Asset Data Capturing

  • Capture all required information on asset register, historic data, expenditures, and work activities on all immovable properties.
Qualifications & Experience
  • Matric (Grade 12)
  • A relevant diploma or equivalent (minimum of NQF Level 6) in property or real estate, asset management.
  • 1‑2 years’ experience in the property or facility management environment.
  • Competent with MS Office suite (Word, Excel, PowerPoint, Outlook and Project).
  • Code 8 (B) driver's licence or above is necessary with ability to travel extensively.
Remuneration

Per annum (all‑inclusive package)
