Job Purpose
The purpose of the position is to professionally manage all allocated projects within IDFM Department to meet the objectives and the requirements of the end-users within specific legislated parameters. To coordinate the development of infrastructure projects within CPUT.
Job Knowledge, Skills and Experience
- BTech/ Advanced Diploma/ BSC or Honour’s Degree in any engineering discipline (Civil, Structural, Electrical, Mechanical etc.)
- Professionally registered with either ECSA (Engineering Council of South Africa) as a Technologist/ Engineer or with SACPCMP (The South African Council for the Project and Construction Management Professions) as a Construction Project Manager.
- At least Seven (7) years’ experience in the construction industry including strong Project Management related experience
- A Valid Driver’s License
Key Performance Areas / Principal Accountabilities
- Engage the stakeholders or end-users to ascertain their requirements
- Assist in preparing submissions and obtaining project request approval from various authorized platforms
- Initiate the project following the university’s project initiation processes, procedures and guidelines
- Manage the project from inception, conceptualization, feasibility studies, designs, execution, closure and handover stages
- Engage in the process of appointing and managing consultants and contractors
- Draft, obtain endorsement and manage contracts (JBCC or SLA)
- Compile tender documents and initiate tender process
- Participate in the tender evaluation process
- Advise best allocation and utilization of space and resources for new buildings, or re-organizing current premises
- Manage monitoring of compliance with architectural design manuals in consultation with independent architects and implementation of procedures necessary to ensure compliance where non-compliance has occurred
- Manage infrastructural development projects on sound business principles, costing for a surplus, generating funds, and upgrading physical resources.
- Planning for future development in line with strategic business objectives
- Organize and chair all project meetings
- Compile monthly or quarterly reports for the various institutional forums
- Manage project finances / budget
- Manage both internal and external project resources
- Oversee all OHS and Environmental aspects of the project
- Engage local council / authorities where required and coordinate the approval of submitted plans
- Assess and process all project claims
- Through use of university policy and procedure establish a clear and ethical business environment
- Visits sites of building projects during their construction and confers with field inspection staff to determine contract and regulation compliance.
