O&M HSE Officer – Goldwind

Location: De Aar town in northern Cape; responsibilities include managing Health, Safety & Environment on site during construction of Goldwind Wind Farm near Bedford in Eastern Cape.

Job Responsibilities
  • Discharge duties as the CR8 on the Wind Farm.
  • Ensure legal compliance with OHS Act and MHS Act, ISO health and safety standards, customer requirements, and other applicable legislation.
  • Conduct all internal training for employees (induction, HIRA, correct use of PPE, etc.; assist in compiling risk-assessment documents).
  • Manage Safety Representatives, chair monthly safety meetings with safety reps and contractors, prepare minutes of meetings, and manage safety performance of subcontractors.
  • Ensure that no sub-contractor is permitted to work on site without being in possession of a safety file.
  • Ensure that all appointments are done as per the site SHE organogram and responsibilities are communicated to the appointee.
  • Prepare the site emergency evacuation plan and provide supervisors and contractors with a copy.
  • Maintain safety and environmental‑related records, registers, and checklists, and keep them updated.
  • Conduct accident/incident investigations and reporting.
  • Conduct regular site internal audits at all levels.
  • Undertake daily site inspections and liaise with the ECO to monitor, audit and verify that all works comply with environmental legislation and EMPr compliance.
  • Prepare daily monitoring reports reflecting the EMPr compliance status, findings, issues and recommended actions, and submit them to the ECO weekly.
  • Compile detailed incident reports (including spills of bitumen, fuels, chemicals, or other materials) and keep a complaint register, indicating how issues were addressed, rehabilitation measures taken and preventative measures implemented.
  • Responsible for implementation of HSE management and risk identification, preparation of HSE protection measures, and supervision of HSE training for employees.
Qualifications
  • Bachelor's degree or above (major in Safety, Environmental, etc.).
  • More than 3 years of experience in HSE at construction or renewable energy sites.
  • Professional certificate: CHSO registration.
