Job description
JOB PURPOSE

Lead end-to-end delivery of FM capital and operational projects (civil, structural, architectural, MEP, utilities, fit‑out, building automation) to uplift the terminal’s built environment, reliability, and HSE performance. This includes various kinds of DPWorld related projects, ensuring projects are delivered with compliance to MOWANI, Saudi regulations, DP World standards, and international best practice (ISO 41001/IFMA/PMP), and utilizing best excellence practices and LEAN.

KEY ACCOUNTABILITIES
Project Planning and Controls
  • Develop scope, WBS, baseline schedule, cost plan, procurement plan, and risk register (Primavera P6/MS Project, A3, risk matrix)
  • Apply LEAN methods (A3 problem solving, Last Planner, 5S, value stream mapping, Kaizen) to remove waste and compress schedules.
Design & Technical Management
  • Lead design reviews for architectural, structural, and MEP packages; verify code compliance (SBC, NFPA, SEC standards, SASO/SASO-listed equipment).
  • Coordinate surveys, investigations, and specialist studies (e.g., structural assessment, geotech, load studies, energy audits).
Procurement & Contracting
  • Prepare technical specifications, BOQs, IFC packages, and evaluation criteria.
  • Support sourcing and tendering; evaluate bids; recommend awards.
  • Administer contracts (FIDIC Red/Yellow Book); manage variations, claims, and change control.
Construction & Site Management
  • Plan and supervise site execution, method statements, and QA/QC.
  • Coordinate interfaces with terminal operations to avoid downtime; manage PTW and isolations.
  • Lead progress meetings, look-ahead planning, and constraint removal.
HSE & Compliance
  • Enforce DP World HSSE rules and ISO 45001/14001 requirements; toolbox talks, and incident investigations.
  • Ensure permits/approvals with MAWANI (Port Authority), Saudi Civil Defense, and Port Safety.
Cost & Schedule Control
  • Cost variance, schedule variance; forecast; maintain cash flow.
  • Certify measurements and change orders; prevent scope creep.
Sustainability & Energy
  • Integrate energy- and water-efficiency measures (ISO 14001/50001 principles), circular materials where practical, and low-disruption methods.
  • Contribute to DPWorld Sustainability strategy.
QUALIFICATIONS, EXPERIENCE AND SKILLS
  • Bachelor’s degree in engineering (Civil/Mechanical/Architecture/Electrical Engineering).
  • 5-8 years of project engineering/management experience, with at least 3 years in industrial/seaport/port-side facilities or heavy infrastructure in KSA/GCC.
  • Saudi Council of Engineers (SCE) membership/registration (mandatory).
  • PMP or PRINCE2 certification preferred; LEAN/Six Sigma Green Belt is an advantage.
  • Proven delivery of multi-discipline FM projects within live operational environments.
  • Demonstrated experience with FIDIC contract administration and KSA permitting.
