Qiddiya Investment Company is seeking a strategic and experienced Senior Manager - HSEW & Permitting to lead our health, safety, environment, and Wellbeing (HSEW) strategy alongside our permitting processes. In this pivotal role, you will be responsible for ensuring compliance with all safety regulations while streamlining and overseeing the permitting activities for our ambitious projects.

You will play a vital role in developing and implementing HSEW policies and procedures that align with both regulatory requirements and our sustainability goals. Your leadership will promote a culture of safety across the organization and ensure that all necessary permits are acquired efficiently and effectively to support our developmental initiatives.

Key Responsibilities
  • Develop and implement the HSE strategy aligned with the operational vision.
  • Establish HSE and permitting policies, procedures, and standards for all Qiddiya public realm and City Asset operations.
  • Ensure integration of HSE considerations into all operational planning and decision-making.
  • Develop and implement comprehensive HSEW strategies that prioritize safety, health, and environmental sustainability across all projects.
  • Design and roll out a comprehensive HSE Management System (HSEMS) tailored to public realm and City Asset operations.
  • Define KPIs and performance metrics for safety, environmental compliance, and permitting.
  • Lead audits, inspections, and reviews to ensure system effectiveness and continuous improvement.
  • Develop and manage a permitting framework for all operational activities (e.g., maintenance, events in public spaces).
  • Liaise with local authorities to ensure all permits and approvals are obtained and maintained.
  • Monitor compliance with municipal, national, and international HSE regulations.
  • Lead risk assessments and hazard identification for all city public realm activities.
  • Implement mitigation strategies.
  • Ensure contractor and third-party compliance with risk protocols.
  • Collaborate with city departments, contractors, and service providers to align HSE practices.
  • Represent the Operations Department in regulatory and community forums on HSE matters.
  • Provide expert advice to senior leadership on emerging HSE risks and opportunities.
  • Develop and deliver HSE training programs for staff and contractors.
  • Promote a safety-first culture through awareness campaigns, toolbox talks, and leadership engagement.
  • Establish a reporting and learning culture around incidents and near-misses.
  • Lead investigations into incidents, accidents, and non-compliance events.
  • Ensure root cause analysis and corrective/preventive actions are implemented.
  • Maintain incident logs and report to relevant authorities as required.
  • Lead investigations into safety incidents, ensuring that lessons learned are documented and implemented to improve future practices.
  • Foster a culture of continuous improvement, identifying opportunities to enhance safety performance and streamline permitting processes.
Qualifications
  • Bachelor's degree in Environmental science, Occupational Health & Safety, Engineering, or a related field; a Master's degree is preferred.
  • 10 years of HSE experience, with at least 5 in a senior role within urban infrastructure or public realm operations.
  • Strong knowledge of local permitting laws and international HSE standards (e.g., ISO 45001, ISO 14001).
  • Proven track record of successfully managing complex permitting processes.
  • Exceptional leadership skills with experience in team management and training.
  • Excellent communication and interpersonal skills to effectively engage with diverse stakeholders.
  • Strong analytical and problem-solving abilities, with attention to detail.
  • Ability to work collaboratively in a fast-paced environment and manage multiple priorities simultaneously.
