Position Title: Group Administration and Government Affairs Manager
Location: Riyadh
Responsibilities
Government Relations & Compliance
- Manage all government-related processes for the group, ensuring full compliance with Saudi laws, regulations, and guidelines.
- Liaise and build effective working relationships with relevant government entities, including but not limited to the Ministry of Commerce, Ministry of Human Resources & Social Development, Ministry of Interior, Ministry of Foreign Affairs, and municipalities.
- Oversee and manage issuance, renewal, and cancellation of company licenses, CRs (Commercial Registrations), Saudization requirements, and other legal documents.
- Monitor regulatory developments and keep management informed of changes affecting business operations.
Administrative Management
- Lead and supervise the administration & GR team across the group to ensure efficient quick support.
- Manage office services, corporate documentation, official communications, and internal administrative procedures.
- Ensure accurate record‑keeping, archiving, and documentation of all company legal and administrative files.
- Optimize administrative processes and continuously improve efficiency across the group.
- Oversee and manage all company‑related traffic violations across every branch of the group, including monitoring violations, ensuring timely settlement, coordinating with relevant authorities, and maintaining accurate records for all group vehicles.

Employee Services & Support
- Manage visa processing, Iqama services, work permits, travel documents, and employee transfers.
- Support onboarding and offboarding from a government‑process perspective.
- Coordinate with HR to ensure alignment with Saudization requirements and employment regulations.
Vendor & External Stakeholder Management
- Oversee government services vendors and PRO (Public Relations Officer) teams when applicable.
Reporting
- Develop and maintain comprehensive reporting frameworks covering all government relations and administrative activities across the group.
- Provide weekly reports on Saudization rates for all business units, including:
- Current Saudization percentage vs. required targets
- Trends, risks, and gaps
- Forecasts and impact on the Nitaqat classification
- Actionable insights and recommendations to enhance compliance and workforce nationalization
- Prepare periodic summaries highlighting license renewals, visa and Iqama status, government applications, and compliance indicators.
- Present clear, data‑driven insights to senior management, enabling informed decision‑making and strategic workforce planning.
Requirements
• Bachelor’s degree in Business Administration, Human Resources, or any related field. Preferably Master’s.
Required Experience
- Minimum 8–10 years of experience in administration and government affairs, preferably at group or multi‑entity level.
- Strong knowledge of Saudi governmental procedures, regulations, and online government platforms.
- Experience managing teams and multiple administrative functions.
- Strong understanding of KSA labor laws and regulatory requirements.
- High attention to detail with strong organizational and time‑management abilities.
