A leading construction firm is seeking an experienced HSE Manager to oversee health, safety, and environmental management on large infrastructure projects. Candidates must have at least 10 years of HSE experience, including 5 years in a managerial role. Strong leadership and knowledge of local and international HSE standards are essential. This position is based in Riyadh, Saudi Arabia.

Qualifications

Overview

Job Title: HSE Manager

Job Purpose:

The HSE Manager is responsible for developing, implementing, and overseeing health, safety, and environmental management systems on-site to ensure compliance with local regulations, international standards, and company policies. The role ensures safe working conditions, risk control, and proactive accident prevention on large-scale infrastructure and road construction projects.

Responsibilities
  • Lead and manage all HSE activities at the project site.
  • Develop, implement, and maintain HSE policies, procedures, and plans in line with statutory requirements and company standards.
  • Conduct risk assessments, hazard identification, and implement mitigation measures.
  • Monitor daily site activities to ensure compliance with HSE standards.
  • Deliver training, toolbox talks, and awareness programs for staff and workers.
  • Investigate incidents, accidents, and near-misses; prepare reports with root cause analysis and corrective/preventive actions.
  • Liaise with client representatives, consultants, and regulatory authorities on HSE matters.
  • Maintain accurate documentation and prepare regular HSE performance reports.
  • Drive a culture of safety excellence and continuous improvement across the site.
Qualifications & Experience
  • Education/Certification: Level 6 International Diploma in Occupational Health & Safety (NEBOSH, NVQ, or OTHM) – Mandatory.
  • Experience: 10+ years total experience in HSE, including a minimum 5 years in a full-time HSE Manager role on large-scale infrastructure and road construction projects.
  • Skills: Strong knowledge of international HSE standards, codes, and local regulations; excellent leadership, communication, and reporting skills; proficiency in incident investigation, audits, and risk management.
