Engineering Manager– MEP & ESCO Projects

Company Overview
IES is a growing Energy Services Company (ESCO) operating across Saudi Arabia, delivering MEP, energy efficiency, ESPC, solar, and deemed savings projects for government and semi‑government entities.
Role Purpose
The Engineering Director will lead all engineering activities across MEP, ESCO, energy efficiency, and solar projects, ensuring technical compliance, optimized design, constructability, and performance‑based outcomes.
This role is critical to project delivery, risk reduction, value engineering, and ESCO savings realization, while building a strong engineering organization aligned with IES’s growth strategy.
Key Responsibilities
1. Engineering Leadership & Strategy
- Lead and manage all engineering disciplines (Electrical, Mechanical, Plumbing, Energy, Solar).
- Develop engineering strategies aligned with IES 2026 business targets and ESCO growth.
- Act as the highest technical authority within the organization.
- Support the CEO in technical decision‑making, bids, and strategic initiatives.
2. ESCO & Energy Performance Projects
- Lead engineering for ESCO, ESPC, and Deemed Savings projects.
- Ensure compliance with Measurement & Verification (M&V) protocols (IPMVP or equivalent).
- Validate energy savings calculations, baselines, and guaranteed savings models.
- Support project development from audit, design, and execution to post‑implementation verification.
- Work closely with commercial teams on technical assumptions related to savings guarantees.
3. MEP Design & Execution Oversight
- Oversee MEP system design, review, and optimization (HVAC, electrical, plumbing, BMS, LV systems).
- Ensure designs comply with Saudi Codes, SEC, SBC, NFPA, SASO, and client specifications.
- Lead value engineering to reduce CAPEX while maintaining performance.
- Resolve complex site engineering issues and technical conflicts.
4. Solar & Renewable Projects
- Oversee engineering of on‑grid solar PV projects (schools, hospitals, government facilities).
- Review PV system sizing, layouts, inverters, protection schemes, and interconnection.
- Ensure compliance with SEC, utility, and authority requirements.
5. Project Support & Delivery
- Provide engineering support during construction, testing, commissioning, and handover.
- Review and approve:
- Shop drawings
- Technical submittals
- Method statements
- As‑built drawings
- Support PMO and project managers in resolving technical risks and delays.
6. Team Development & Governance
- Build, mentor, and develop the engineering team in line with the 2026 organizational chart.
- Define engineering workflows, approval matrices, and design standards.
- Implement lessons learned and continuous improvement across projects.
- Ensure engineering deliverables are issued on time and to quality standards.
7. Bidding & Business Support
- Support tendering and pre‑contract activities, including:
- Technical proposals
- BOQs and specifications
- Energy savings assumptions
- Participate in client meetings, technical clarifications, and negotiations.
- Review subcontractor and vendor technical compliance.
Required Qualifications
Education
- Bachelor’s degree in electrical or mechanical engineering
- Master’s Degree (Energy, MEP, or Engineering Management) is a plus
Experience
- 10+ years of total experience in engineering and project delivery
- Strong MEP background (HVAC, electrical, plumbing systems)
- Proven ESCO experience, including:
- Energy audits
- ESPC or Deemed Savings projects
- M&V and energy savings calculations
- Experience with government and institutional projects in Saudi Arabia
- Experience in solar PV projects is highly preferred
Technical Knowledge
- ESCO & ESPC contracting models
- IPMVP / M&V principles
- HVAC systems, chillers, VFDs, BMS
- Electrical systems (LV, MV, power quality)
- Energy efficiency measures
- Saudi codes and authority requirements
- Value engineering and lifecycle cost analysis
