Job Description:
Parsons is looking for an exceptionally talented Delivery Manager – Runways to join our growing airport infrastructure team. This role is ideal for a senior-level professional with deep expertise in both engineering and construction of airfield projects, particularly runways, taxiways, and aprons, within complex airport environments.
This role provides direction and management for every phase of airfield programs with airside access, ensuring successful delivery in line with schedule, budget, safety, and contractual performance. The Delivery Manager will work closely with the client, contractors, and stakeholders to drive excellence throughout the project lifecycle.
What You'll Be Doing:
Provide leadership, direction, and oversight across all technical, commercial, and operational aspects of the assigned Runways & Airfield package.
Serve as the primary interface between Parsons, the client, and contractors, ensuring effective communication, coordination, and execution.
Develop and manage project execution strategies, aligning with program goals, KPIs, and compliance requirements.
Ensure design and construction works conform to ICAO, FAA, and local regulatory standards.
Lead and coordinate multidisciplinary project teams, including engineering, procurement, and construction professionals.
Monitor overall progress of works, identifying risks and implementing mitigation strategies to maintain budget and schedule.
Prepare and oversee the implementation of key project documents, including the Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and Environmental Plans.
Manage change orders, scope adjustments, and contract negotiations as required.
Report regularly to senior management and stakeholders on performance, progress, and key issues affecting delivery.
Promote a culture of technical excellence, collaboration, safety, and innovation throughout the project lifecycle.
What Required Skills You'll Bring:
Bachelor’s Degree in Civil Engineering, Construction Management, or a related field from a recognized university (Master’s Degree is preferred)
Professional accreditation such as Chartered Engineer (CEng) or equivalent is highly desirable.
PMP or equivalent project management certification is required.
Minimum 20 years of experience in engineering and construction of large-scale infrastructure projects, with significant exposure to airport runway and airfield development.
Proven experience in managing complex, multi-package construction projects in the aviation sector.
Strong knowledge of runway and taxiway construction techniques, airfield lighting, pavement engineering, and airside operational constraints.
Experience working in the GCC or similar international mega-project environments is preferred.
Strong leadership capabilities, with the ability to manage large project teams and interface confidently with senior client representatives.
Excellent communication and stakeholder engagement skills for technical reporting, client presentations, and high-level coordination.
Strong understanding of construction contracts, commercial management, and cost control.
Ability to lead and inspire multidisciplinary teams in a fast-paced and high-pressure environment.
Advanced knowledge of project controls, risk management, and value engineering principles.
Familiarity with digital project delivery tools, such as BIM and common data environments.
Ability to develop relationships within a multi-organizational environment while promoting a collaborative and proactive project culture.
Fluency in English (Arabic is an advantage).
