Job description

Job Responsibilities

• Budget and Cost Management – Lead the preparation of project bid quotations, construction drawing budgets, and final settlements.
• Cost and Expense Control – Develop comprehensive project cost plans, implement cost control systems, monitor costs versus budget, analyze variances, and recommend corrective measures.
• Settlement and Claims Management – Supervise progress payment applications, prepare final settlement documentation, validate subcontract settlements and variation approvals, and collaborate with the Commercial Department on claims and disputes.
• External Coordination – Maintain strong relationships with clients, cost consultants, auditors, and design departments.

Oversee team development, training, and performance within the Budget Department; develop and implement budget management systems, procedures, and standardized workflows; conduct regular training to enhance cost estimation, settlement, and software proficiency.

Job Requirements

• Bachelor’s degree or above in Engineering Cost Management, Civil Engineering, or Project Management.
• Minimum 8 years of experience in cost or budget management, with at least 3 years in a leadership role.
• Deep understanding of engineering cost management processes, including bidding, estimation, and settlement.
• Experience handling industrial building (warehouse, factory, and related).
• Proficient in Glodon, cost estimation, and quantity calculation software, as well as MS Office tools.
• Strong analytical, negotiation, and cost-control skills.
• Experience with large‑scale construction or general contracting firms preferred.
• Registered Cost Engineer or intermediate/higher professional certification preferred.
