We’re looking for Assistant QA/QC Manager (Short Contract) to join our Indonesia team.

As Assistant QA/QC Manager, you are responsible to ensure Project Management Plans and dependent systems and procedures are developed and implemented in compliance with the requirements of the Worley Project Management Process (WPMP) and Enterprise Management System (EMS) consistent with specific location, regulatory and contractual requirements.

To succeed in this role you should have minimum 10 years of total experience in QA/QC within large-scale oil & gas, petrochemical, or refinery construction projects.

What You’ll Do

Work with the Project Management Team to ensure:

  • Project Management Plans and dependent systems and procedures are developed and implemented in compliance with the requirements of the WPMP and EMS, aligned with location, regulatory and contractual requirements.
  • Project personnel are suitably trained in quality requirements and to access and apply dependent systems, procedures and reference materials via the Project Web Site, EMS, WPMP and the Knowledge Communities as applicable.
  • All areas of the Project’s operations meet OneWay expectations and conform to applicable Worley, regulatory and contractual HSE obligations.
  • Effectiveness of quality planning to ensure process controls and prerequisite product and service verification and inspection arrangements are established and resourced for the project.
  • Effective planning and implementation of design control, verification, validation and review activities.
  • Effective implementation and coordination of contractor and vendor assessment and inspection activities.
  • Effective implementation and verification of construction inspection and testing activities.
  • Effective implementation of non-conformance, corrective action, and preventive action management processes.
  • Establishment of an effective integrated risk-based assessment program.
  • Manage and/or participate in project assessments.

Effectiveness of Project Management Review Programs including collection analysis and reporting of project performance measures.

Capability Enhancement

  • Participate in the global quality learning community initiative to enable quality professionals to communicate with each other and receive updates on latest developments.

Support in-house education, promotion and awareness programs relating to sound quality management practice and Worley quality strategies.

Determine areas of potential improvement and, in consultation with the Lead QA/QC Manager and Project Management Team, facilitate the implementation of improvements to address these areas and evaluate the outcomes of the improvements.

Facilitate independent review/certification of Project Quality Management Systems in line with Corporate, legislative or customer requirements.

Customer Relationships
  • Ensure that the customer’s quality management requirements and concerns and the needs of multiple stakeholders are being identified and managed by the Project Team effectively.
Resources

In conjunction with the Project Management Team and Lead Quality Manager, assist to recruit and allocate quality practitioners to project verification and inspection roles to ensure these activities are suitably resourced. Ensure that the new quality practitioners are effectively inducted in all aspects that relate to the Quality aspects of the Project.

Performance Management

In conjunction with Lead QA/QC Manager and Project Management Team and the:

Provide functional leadership for project quality personnel. Strengthen and coach project quality personnel to support development, management and administration of project quality management systems in response to project and customer expectations.

Support the implementation and maintenance of the Environmental Management System (EMS) in accordance with ISO 14001, ensuring compliance with environmental regulations and promoting continuous environmental performance improvement.

Promote and maintain a safe and healthy work environment by supporting the Occupational Health and Safety Management System (OHSMS) in compliance with ISO 45001, identifying hazards, assessing risks, and driving continuous improvement in workplace safety.

Support the implementation and monitoring of the Anti-Bribery Management System (ABMS) in accordance with ISO 37001, ensuring compliance with anti-bribery policies, due diligence, and promoting a culture of integrity and transparency.

What You’ll Have
  • Educational Background: Bachelor’s degree in Engineering (preferably Mechanical, Civil, or Electrical) or equivalent.
  • Advanced training or certification in Quality Management or Construction QA/QC is a strong advantage.
  • Professional Certifications: Certified ISO 9001:2015 Lead Auditor; Familiarity or certification in ASME, API, AWS, or other relevant codes/standards; Internal QA/QC training related to EPC projects (construction, inspection, welding, etc.).
  • Experience: Minimum 10 years of total experience in QA/QC within large-scale oil & gas, petrochemical, or refinery construction projects; Minimum 3-5 years in a PMC or consultant role, overseeing QA/QC activities of EPC Contractors; Demonstrated experience in inspection coordination, welding/NDE, material verification, system walkdowns, and handover/MCC processes.
  • Knowledge and Skills: Sound understanding of construction quality procedures, project specifications, and ITPs; Familiar with international standards: ASME, API, ASTM, AWS, ISO; Ability to review, interpret and comment on quality documents like QAP, ITPs, NCRs, CARs, and method statements; Proficiency in Microsoft Office, report writing, and QA/QC software/tools.
  • Language and Communication: Fluent in Bahasa Indonesia and English (spoken and written); Strong interpersonal and communication skills for coordinating with Owner, EPC, and third-party inspectors.
  • Other Typical Requirements: Willingness to be based onsite in Balikpapan or similar construction locations; Strong leadership and mentoring capabilities to guide QC Inspectors and support compliance; Ability to participate in audits, pre-inspections, and project progress reviews.
