Principle Employment Officer

Fixed Term Contract for 12 months

Grade D - £45,091 – £51,356

Working hours per week - 36.5

We’re seeking a Principal Employment Officer to join the Employment Access Team (EATeam) within our wider Employment & Skills service. You will play a critical role in the team as we seek to renew our relationship with the construction and built environment sector, working with investors, development partners, and their supply chains to align with our Economic & Place Strategy (EPS) and tackle inequalities across the city and enable social mobility.

You’ll be part of an integrated team supporting development partners to deliver their skills and social value commitments on major regeneration schemes, including Smithfield, Longbridge, Langley & Peddimore, Ladywood and the Druids Heath Housing Regeneration schemes as well as the City Core and East Birmingham and North Solihull Growth Zone, working in partnership with a wide range of organisations from regional government to grassroots charities, taking a place-based approach to maximise jobs and skills opportunities arising from investors’ social value programmes.

Key Responsibilities
  • Lead the operational delivery of the newly launched Building Birmingham Skills Partnership.
  • Set up and manage four place‑based social value skills forums across the city—Digbeth Diggers; Building South Birmingham; Ladywood & West; North Birmingham—bringing regional partners and employers together to address industry skills gaps and workforce diversity through an inclusive growth framework.
  • Account Manage selected employers and contractors with S106 and social value agreements, from onboarding into the EA Team’s delivery framework to resolving barriers to performance to ensure compliance.
  • Work across directorates on employment & skills and social value priorities to improve coordination and outcomes for residents and businesses.
About You
  • Strong understanding of the breadth of careers in construction and the built environment—from trades to professional services.
  • Insight into the barriers faced by Birmingham’s children and young people in accessing construction careers pathways from school, college, higher education or unemployment.
  • Collaborative, outcomes‑focused approach with confidence in engaging employers, investors, and partners to drive authentic inclusive growth.
  • Experience in managing multi‑agency partnerships to achieve organisational and common goals.
