JOB PURPOSE

1. To lead and manage the Homes & Communities Finance Teams within Financial Management, supporting, advising on strategic finance and business partnering, and providing financial direction and guidance to various Council services and Directorates.
2. To support transformation and business-led projects within Homes & Communities, ensuring timely and robust financial information for decision-making and project outcomes. Also, to realign budgets to meet savings targets and report on delivery timing differences.
3. To support Senior Management and budget managers in budget management, ensuring compliance with Financial Standing Orders and policies.
4. To offer financial leadership and strategic advice to develop robust financial plans that reflect future service needs in the Council’s medium-term financial forecast (MTFF).
5. To provide high-quality financial advice and timely information to Directors, Heads of Service, and managers, promoting a self-service budget management culture through a business partnering model.
6. Lead on financial modelling of demand-led budgets within Homes & Communities, ensuring robust forecasts and using trend data for MTFF decision-making.
7. Support statutory accounting, external audits, and legislative changes impacting finance.
8. Maintain effective relationships within the Finance directorate and with external stakeholders to improve performance and knowledge.
9. Coordinate the Corporate Finance training and development programs, including apprenticeships.

Responsibilities & Accountabilities

1. Financial Strategy Development
2. Support strategic vision development and implement the Council’s financial strategy, including complex financial modelling.
3. Work with stakeholders to optimize resource use, providing strategic financial advice.
4. Ensure budgetary control, value for money, and develop financial business cases for initiatives.
5. Support risk management by reviewing financial risks and opportunities.
6. Identify trends affecting service delivery and advise on solutions.
7. Ensure financial implications are considered in decision-making reports.
8. Financial Management and Reporting
9. Ensure effective systems for budget control and address financial pressures.
10. Promote a culture of financial awareness among budget holders.
11. Support medium-term financial planning, including the transformation strategy.
12. Develop financial models to assess future demands and legislation impacts.
13. Seek alternative funding sources and advise on funding strategies.
14. Prepare reports for decision-makers and advise on investment strategies.
15. Manage performance indicators and relationships within service contracts.

17. Drive efficiency improvements and cost reduction plans.
18. Oversee financial controls, internal and external audits, and compliance with regulations.
19. Support supplier assessments and ensure financial systems are fit for purpose.

21. Act as a key financial advisor for stakeholders, providing strategic support and challenge.
22. Contribute to a high-performing, customer-focused finance service.
23. Provide financial training to team members and develop professional relationships.
