Overview

Rent Compliance Manager
Salary: £57,003 - £64,000
Location: Ealing office base with hybrid working
Contract: Permanent, 35 hours per week.

We are looking for a Rent Compliance Manager to join our dedicated Finance department. This role will be tasked with leading the Rent Compliance team ensuring that all rents across multiple tenure streams are calculated, applied, and communicated in full compliance with relevant legislation, regulatory standards, contractual arrangements and internal policies. The role also leads the annual rent‑setting processes, ensures data accuracy across systems, manages regulatory assurance activity, and provides expert guidance across the organisation. The postholder also leads and develops a team, ensuring high performance, customer focus, risk management, strong technical capability, and a culture of continuous improvement.

Key responsibilities
  • Lead rent setting activities, ensuring accurate calculation and application of rent charges in line with all legislative, regulatory, contractual and internal requirements.
  • Ensure policies and procedures on rent setting, including rent increases are maintained and accurate, and provide clear responsibilities and financial controls. Monitor and interpret any regulatory or legislative changes, ensuring the organisation remains fully compliant.
  • Lead, motivate and support the Rent Compliance team to achieve departmental goals, ensuring high levels of technical expertise and service delivery performance. Set clear objectives, performance indicators, and professional development plans in line with organisational goals. Foster a culture of accountability, continuous improvement, and customer focus. Oversee resource planning, workload allocation, and team performance reviews. Provide coaching, mentoring, and support to enhance capability across the team.
  • Prepare board and executive papers related to rent setting, compliance, and policy changes. This may include financial modelling and scenario analysis to support decision-making.
  • Lead compliance checks, reconciliations, assurance reviews and internal audits for rent setting activities. Support the completion of rent-related regulatory returns and any external audits. Maintain audit trails for rent decisions, calculations and data changes.
  • Oversee rent-related data quality across housing management and finance systems, including leading data cleansing and rectification where discrepancies are identified.
  • Contribute to the implementation or development of systems relating to rent charges, as appropriate. This may include requirement gathering, selection, system development, testing and training activities.
  • Collaborate with wider teams on all rent setting activities, including annual rent review, ad-hoc changes, new developments, acquisitions and disposals, and tenure classifications. Ensure all teams are aware of responsibilities and timelines, and provide training, guidance notes and support material as needed.
  • Maintain appropriate governance and approval processes for rent updates. Regularly report on compliance, risks, data quality, and rent performance metrics. Maintain a risk register and financial control framework for rent‑related compliance.

  • Educated to GCSE level or equivalent in Math’s and English (Grades A*- C)
  • Educated to degree level
  • Strong knowledge of housing regulation, including the Rent Standard and relevant legislation
  • Experience managing rent setting processes within a housing provider or similar regulated environment
  • High numerical accuracy with strong analytical skills to draw insights, assess compliance and identity required interventions
  • Excellent stakeholder engagement, communication, and report‑writing skills
  • Excellent knowledge of Microsoft Excel, and good knowledge of Power Pivot/PowerBI
  • Fully qualified accountant – ACA, ACCA, CIMA (Desirable)
