In support of these priorities, the FCSAP Secretariat requires the services of a Senior and a Junior Business Consultant, with demonstrated strategic expertise in contaminated sites program and project management and the development and delivery of training, to support ECCC with:

• Implementing the business functional, operational and organizational requirements for effective management of the FCSAP program, as well as portfolio and project management for custodians
• Supporting the delivery of new or revised program elements related to the renewal of the FCSAP program
• Implementing management’s action plans in response to audit and evaluation reports
• Supporting the overall program management process, including, but not limited to preparation of analysis, reports, workplans and presentations as well as supporting governance committees and working groups
• Developing business tools to address identified gaps and needs (e.g. FCSAP guidance)
• Supporting the implementation of business tools as required by the FCSAP program and partners, including for the site closure process
• Updating existing guidance documents to support government priorities, including Indigenous reconciliation, and to meet needs in line with the evolution of science and knowledge

The tasks may include the following:

1. Conducting a program-wide analysis of project cost and environmental liability estimation practices and performance, and preparing a report or presentation on recommended actions to improve program performance in this area, including by reviewing best practices and lessons learned from other jurisdictions and relevant programs;
2. Conducting a quality review of the site closure documentation of FCSAP custodians and preparing a report or presentation on recommendations to address deficiencies;
3. Reviewing how contaminated sites risk reduction to human health and the environment is measured in other jurisdictions, and drafting a report or presentation on the findings that provides options and considerations for directly measuring and tracking risks;
4. Conducting an analysis of spending amounts and trends for assessment and remediation (including their ratio) for FCSAP and for other programs in different jurisdictions, and presenting a report or presentation on findings;
5. Supporting reporting on program priorities, including designing and improving reporting templates and factsheets, data management and analytical advice and support, and developing and delivering training for FCSAP partners on reporting results;
6. Analyzing the Federal Contaminated Sites Inventory and FCSAP Work Plans to identify trends and to look for opportunities to optimize the FCSAP Program outcomes, such as maximizing the FCSAP spending, improving the accuracy of cost and liability estimates, and meeting the site closure performance target;
7. Drafting and/or updating guidance, tools, frameworks and delivering training on existing and emerging program priorities, including climate change and Indigenous engagement;
8. Business analysis activities to improve the efficiency and effectiveness of the program, such as data gathering and analysis, reviewing and analyzing practices and lessons learned, making recommendations, providing advice, and developing tools to be used by the Secretariat to help it fulfill its roles as horizontal lead for FCSAP;
9. Supporting the overall program management process, including, but not limited to the preparation of regular and ad-hoc reports, committee and working group presentations, planning communications to support internal and external FCSAP needs.
