The Team

The Provincial Deaf and Hard of Hearing Services (PDHHS) is an established program providing services for Deaf, hard of hearing, and Deafblind children across the province. Through Provincial Outreach, Local Services, and contracted services, PDHHS supports children, youth, and families with early years language acquisition, system navigation, community resource connection, ASL instruction, ASL Interpretation Services, and site-based programs for students attending the Provincial School for the Deaf in Burnaby, BC. The staffing includes Child Care Counselors, Social Program Officers, an administrative team, and a Team Leader, with additional auxiliary and regular staff supporting operations as needed. PDHHS is unique within the BC Public Service as most staff are Deaf and members of the Deaf community or bilingual, committed to the inclusion, wellbeing, and cultural safety of Deaf, hard of hearing, and Deafblind children and youth.

The Role

In this role, you will supervise and allocate resources, including human and financial, manage contracts and operations, and focus on enhancing service delivery quality. You will monitor government, ministry, and program practice standards and policies to ensure the smooth operation of services supporting Deaf, hard of hearing, and Deafblind children and their families. Your work will significantly impact the advancement of direct and contracted services for these children, youth, and their families.

You must have a high proficiency in American Sign Language (ASLPI – Level 4) for effective communication with staff, children, youth, families, community partners, and the Deaf community, for whom ASL is their first language. This includes understanding and expressing complex ideas and directions.

You must also be proficient in written English, capable of reading, writing, and understanding English texts, policies, and internal communications.

Qualifications:

Education and Experience Requirements

  • Bachelor’s Degree or higher in a Human Services field (including Social Work, Child and Youth Care, Clinical Psychology, Counselling Psychology, Nursing, or related degrees).

Note: If your degree was obtained outside Canada, it must be assessed for equivalency through the International Credential Evaluation Services (ICES). You need a comprehensive report and the MCFD supplemental report for consideration.

  • At least 4 years of supervisory/management experience, including Human Resource management, Labour Relations, and Budget responsibilities.
  • At least 4 years of program and service delivery planning and evaluation experience.
  • Proficiency in ASLPI Level 4 or higher.
  • At least 6 months of experience in writing executive correspondence (briefing notes, contract language interpretation, policies, etc.).
  • At least 1 year of experience working directly with children, youth, and families.

Preference may be given to applicants with:

  • Experience in BC Public Service Agency Operations (service contracts, finance, etc.).
  • Experience delivering and leading Deaf, hard of hearing, and Deafblind services to children, youth, and families.
  • Self-identified Indigenous applicants with the required education and experience.
  • At least 1 year of experience in writing executive correspondence.
  • Experience operating 24/7 bed-based services for children and youth.
  • Experience working within a Union environment.
