Job Description
We are seeking a dynamic and strategic Human Resources Officer to join our international affairs client in Ottawa on a permanent basis. This hybrid role offers the flexibility of working 2 days in the office and 3 days remotely, along with comprehensive health and dental benefits.
As an HR Officer, you will serve as a proactive and tactical advisor to both employees and managers, providing expert guidance on HR and employment-related matters. Reporting to the Administrative Manager, you will play a key role in supporting the organization’s people strategies and driving operational excellence.
This role requires a hands-on HR professional who can lead initiatives, build best practices, and offer strategic HR support across the entire employee lifecycle. Responsibilities include:
- Lead full cycle recruitment, including preparing advertisements, screening, conducting interviews, and managing the selection process for new hires.
- Build applicant sources by researching and contacting community services, colleges, employment agencies, recruiters, media, and internet sites; providing organization information, opportunities, and benefits; making presentations; and maintaining rapport.
- Provide leadership and expert consultation in contract negotiations and contract administration.
- Coach and advise team members and management on employee relations issues to facilitate high morale and engagement.
- Assist with succession planning, onboarding, new staff orientation, and health and wellness initiatives.
- Support managers in addressing performance issues and identifying development opportunities; assist in completing annual performance development plans.
- Maintain and update employee files related to HR, Employee Health, Agency, and Contract Services.
- Support organizational and staff development, including furthering personal education or training.
- Promote employee engagement and retention strategies within the organization.
- Prepare and implement HR policies, procedures, and best practices.
- Perform other related duties as assigned by the Executive Secretary.
Requirements:
- Bachelor's degree in human resources, organizational behavior, business, or a related field.
- Five (5) to seven (7) years of recent experience in human resources.
- CHRP or CHRL designation is an asset.
- Experience in coaching, mentoring, problem-solving, and organizational processes.
- Excellent consulting, communication, and engagement skills; ability to influence senior stakeholders.
- Strong organizational skills to manage multiple initiatives and projects effectively.
- Knowledge of performance management, diversity, and conflict resolution methodologies.
- Analytical skills for issue identification, reporting, and recommendations.
- Core competencies including listening, analyzing, problem-solving, influencing, decision-making, negotiation, and adaptability.
- Professional judgment and tact when handling sensitive information.
- Ability to make effective decisions under pressure.
