Role Purpose
Responsible for coordinating and administering all learning and development programmes, including bursaries, learnerships, internships, and related organisational training initiatives. This role ensures accurate record keeping, efficient processing of applications, and adherence to internal and SETA compliance requirements. It includes supporting grant submissions, monitoring skills spend, maintaining programme documentation, and providing consistent administrative and client service support to learners, stakeholders, and training partners.

Qualification
- Grade 12
- Skills Development Facilitator or similar qualification
- Diploma in Human Resource Management and Practices
Knowledge
- Familiarity with Microsoft Office Suite (Excel, Word, Outlook).
- Familiarity with government regulations and institutional policies.
- Understanding of SETA processes, learnership and internship compliance requirements.
- Knowledge of WSP/ATR reporting cycles, formats, and submission requirements.
- Familiarity with discretionary and mandatory grant criteria and documentation standards.

Duties & Responsibilities
PROCESS
- Facilitation of the end-to-end bursary process.
- Review and process bursary applications on the bursary system , including checking for eligibility and verifying required documents.
- Compile access reports for audits and compliance checks as well as daily and monthly reports to management from the Bursary Management System.
- Enhance processes by making recommendations to improve the digital bursary application process.
- Inform bursary holders about the outome of their applications.
- Collaborate with the ISSF regarding application process.
- Obtain invoice from Finance partner and provide to ISSF at relevant times.
- Collaborate with internal stakeholders: Finance department to reconcile all payments linked to bursary scheme & IT in terms of the automated bursary platform.
- Facilitate all queries received from bursars via the Bursary mailbox and/or external learning institutions.
- Facilitation of the QA process regarding application documentation received.
- Accurately capture data.
- Set and receive outstanding requirements.
- Facilitate semester 1 payments (50%) and semester 2 payments (50%).
- Review Learner agreement and other bursary related contracts and provide input.
- Engage with bursars in terms of academic results and progress reports.
- Submit compliance documentation g. Year-end Results and Statement of Accounts to INSETA before invoice can be generated.
- Update shared TEAMS folder with INSETA and all compliance documentation.
- Institute claw backs if and where necessary - engage legal team and Head of L&P when necessary.
- Capture monthly bursary and skills spent records on PeopleSoft.
- Administer end-to-end learnership and internship processes, including registration, onboarding documentation, and completion tracking.
- Capture and maintain all learnership, internship, and skills programme records on the relevant internal and SETA systems.
- Facilitate the submission, follow-up, and tracking of SETA funding applications (e.g., discretionary and mandatory grants).
- Coordinate the preparation, collation, and submission of the WSP and ATR, ensuring data accuracy and compliance with SETA requirements.
- Maintain records of all workplace learning evidence for SETA audits and verification visits.
- Track learner progress, attendance, milestones, and assessments for learnerships and internships, and elevate issues where necessary.
- Process and capture monthly skills spend across all learning interventions (not only bursaries).
- Support contracting for learnership and internship agreements, including checking compliance requirements (employment status, declarations, etc.).
- Administer the registration of learners with the relevant SETA, including uploading documentation and resolving rejections.
- Assist with preparing for SETA external moderation and certification processes.
- Maintain a consolidated Professional Development database across bursaries, learnerships, internships, and other programmes.
CLIENT
- Respond to and resolve bursary application related queries within agreed service levels.
- Escalate complex issues to management when necessary, ensuring timely follow-up with the requester.
- Drive client service delivery goal achievement in line with predefined standards in order to ensure that clients receive appropriate advice.
- Build relevant expert networks.
- Respond to and resolve learnership, internship, funding, and SETA-related enquiries within agreed service levels.
- Provide guidance to internal stakeholders on SETA requirements, documentation standards, and submission processes.
- Support managers and employees with queries relating to WSP/ATR data submission and development programme requirements.
- Manage expectations of learners, interns, and programme partners throughout the learning lifecycle.
- Engage partnering training providers to resolve programme, attendance, or assessment issues.
PEOPLE

FINANCE
