Position Summary

The Senior Contracts Management Engineer (E2) oversees and supports the full contract lifecycle on large-scale projects, ensuring contracts are properly drafted, administered, monitored, and executed in compliance with company policies and KSA procurement law. The role proactively identifies contractual risks, manages claims and change orders, resolves disputes, and collaborates with legal, finance, and project teams to safeguard commercial and project objectives. Additionally, the position drives continuous improvement in contract management practices through performance reporting, audits, stakeholder engagement, and adherence to quality, safety, and compliance requirements.

General Description of Role and Responsibilities
  • Support managing the entire contract lifecycle, including drafting, negotiation, implementation, and compliance.
  • Review and analyze contract terms and conditions to identify potential risks and propose appropriate solutions.
  • Collaborate with internal teams, including legal, finance, and project management, to ensure contract terms are aligned with company policies and objectives.
  • Develop and maintain strong relationships with clients, suppliers, and subcontractors to ensure smooth contract execution.
  • Monitor and track contract deliverables, milestones, and deadlines to ensure timely completion.
  • Identify and resolve any contract-related issues or disputes in a timely and efficient manner.
  • Conduct regular contract audits to ensure compliance with contractual obligations and company policies.
  • Prepare and present reports on contract performance and provide recommendations for improvement.
  • Stay updated with industry trends and best practices in contract management to continuously improve processes and systems.
  • Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures in place within Hill International, and ensures continued compliance with these requirements while employed by Hill.
  • Perform other duties as assigned by the line manager/supervisor.
Qualifications, Experience, Knowledge and Skills
  • Bachelor in engineering from an accredited university.
  • Minimum 15 years experience in contracts management including overall responsibility for contract management on large-scale projects.
  • Experience with the Kingdom of Saudi Arabia procurement law.
  • Demonstrated experience in pricing, contract law, contract drafting, administration and negotiation of change orders, effective correspondence, planning and scheduling.
  • Thorough knowledge of prime contracts management administration as well as (sub) contract formation and administration, execution office and field procedures and documents relating to a multi-discipline construction project.
  • Excellent verbal and written communication skills in both Arabic and English.
