Role purpose

The Railway Safety & Regulation Manager will play a critical role in ensuring the safe and compliant operation of the metro system during its Operations & Maintenance (O&M) phase. This senior-level position requires deep technical expertise, regulatory insight, and hands-on experience in railway safety certification—ideally within driverless metro environments.

Responsibilities
  • Oversee and review the O&M Contractors’ Safety Management System, Operating Safety Case, and ensure their preparation and submission are in full conformance with contractual obligations and Transport General Authority (TGA) requirements.
  • Demonstrate prior relevant qualifications, knowledge, and experience in the safety certification of a new railway, preferably within driverless metro systems.
  • Coordinate the development of local laws (by-laws) related to metro operations, including but not limited to:
    • Railway protection
    • Trespass
    • Unsafe acts
    • Fare evasion
    • Vandalism
    • Theft
  • Other standard regulations commonly applied in similar metro systems
  • When required, submit drafts of such regulations for approval to the Employer, ensuring alignment with operational needs and legal frameworks.
Ideal Candidate Profile
  • Minimum 10 years of senior technical and managerial experience in railway safety and regulation.
  • Proven expertise in railway safety certification, especially within automated or driverless metro systems.
  • Strong understanding of regulatory compliance, contractual oversight, and government liaison.
  • Ability to draft, review, and implement operational regulations that support safe, secure, and efficient metro operations.
  • Excellent communication and documentation skills, with the ability to present complex safety matters to senior stakeholders and regulatory bodies.
