QA / QC MANAGER -GENERAL MAINTENANCE CONTRACT
Department: Maintenance / Quality Assurance
Location: Jubail - Client Plant
Contract Start: Q1 - 2026
Reports To: Project Manager / Operations Director
Direct Reports: QC Inspectors, Welding / Painting / Civil Inspectors, Document Control, RCA Team
Position Type: Full-Time
1. JOB PURPOSE
Lead and manage all quality control and assurance activities for the General Maintenance Services Contract at the Client Refinery & Petrochemical Complex. Responsible for QA/QC systems, procedural compliance, digital reporting, RCA investigations, client audit readiness, commissioning quality, and continuous improvement.
2. KEY ACCOUNTABILITIES & ACTIVITIES
A. Quality Assurance & Control Management
- Develop and implement QA/QC plans, procedures, inspection test plans (ITPs) across refinery & petrochemical assets.
- Ensure maintenance works meet Client quality standards, engineering specs & HSEQ procedures.
- Lead QC certifications, material conformity, welding inspections, coating inspection.
- Approve NCRs & corrective actions and follow up on rectification and closeout.
- Collaborate with Client Engineering & Reliability teams to support RCA / 5 Why / Fishbone investigations.
B. Quality Systems & Audit Compliance
- Maintain all Corrective Action Programs & Quality Management Systems (QMS).
- Conduct and coordinate internal audits & joint audits with Client.
- Ensure compliance with ISO 9001 / 14001 / 45001 and client-specific quality standards.
- Maintain a digital QA dashboard & traceability system for inspections, observations & closeouts.
- Prepare documentation for Clients Plant start-up & commissioning QC handover files.
C. Competency & Training
- Lead Competency SOP implementation for all trades involved in maintenance work.
- Ensure QC staff are trained in equipment-specific QC procedures for Clients Plant Units.
- Organise NACE, API, ASNT & welding certifications and maintain records.
- Provide coaching & awareness sessions on new QC technologies, reliability tools & RCA.
D. Turnaround / Shutdown QA Strategy
- Define QA/QC strategy for major TARs & shutdowns, including advance planning with Client.
- Prepare ITPs, weld maps, PMI checks, progressive QA documentation.
- Ensure critical inspections for high-risk equipment (vessels, rotating, cracking units) are tracked in CMMS.
- Verify spare part QA compliance through inspection & certification at receipt.
E. Client & Stakeholder Interface
- Act as primary QA/QC focal point with Client Maintenance, Operations & Engineering departments.
- Attend weekly quality meetings, present KPIs & improvement opportunities.
- Manage quality deviations, technical queries & client observations.
- Lead evidence-based continuous improvement projects & lessons learned reviews.
3. QUALIFICATIONS & EXPERIENCE
- Education: Bachelor's Degree in Engineering or equivalent.
- Experience: Minimum 12 years in Oil & Gas / Petrochemical Quality Control.
- QA Certifications: NACE Level 2 (required); API / ASME / Welding certification preferred.
- RCA Skills: Strong knowledge of Root Cause Analysis (RCA).
- Petrochemical Exposure: Experience in crackers, polyethylene, aromatics or chemical process units.
- Systems: Proficient in CMMS, digital QA trackers & ISO compliance.

- Competency Compliance – % trade personnel certified / QC approved.
- RCA Implementation – % of RCA reports with action closure.
- Quality Cost Reduction – Reduction in rework / scrap value.
6. FUTURE DEVELOPMENT SCOPE (2026-2030)
- Implement digital inspection workflows using CMMS / tablets
- Introduce AI-driven predictive quality analytics with Client
- Develop Petrochemical-specific QC standards for Plant units
- Mentor & nationalize QC team in line with IKTVA & Saudi Labour mandates
- Establish central Quality Hub for continuous improvement & lessons learned
