A leading financial institution in Saudi Arabia is seeking an experienced Anti-Fraud Systems Manager. This role includes supervising the implementation of the Anti-Fraud strategy and coordinating technology and data efforts across the bank. Candidates should possess a Bachelor's degree in IT or related fields, along with over a decade of experience in fraud prevention specifically within the banking sector. Expertise in both English and Arabic is essential for effective communication. The position demands strong leadership and stakeholder management skills.
To supervise, coordinate and ensure the application and implementation of the Technology and data components of the Anti‑Fraud Strategy, the Anti‑Fraud Technology Strategy, Anti‑Fraud program. Coordinate technology related and data related efforts with the different relevant areas of the Bank. Engage with different areas of the Bank to understand functional requirements and translate them into technological solutions to incorporate in the development plans.
Coordinates and supervises the implementation of the Anti‑Fraud strategy and the associated objectives and initiatives, in relation to Anti‑Fraud technology and data.
Coordinates and supervises the implementation of the Anti‑Fraud Technology Strategy and the associated objectives and initiatives.
Escalates to the relevant stakeholders proposed adjustments to the Anti‑Fraud strategy and the Anti‑Fraud Technology Strategy, as required.
Coordinates and supervises the implementation the Anti‑Framework Framework /Program in relation to technology and develops or updates required policies and procedures for applying the program.
Coordinates and supervises the implementation of the Anti‑Fraud Policy, Technology and Data related Processes and procedures and relevant Standards.
Escalates to the relevant stakeholders proposed adjustments or changes to the Anti‑Fraud Policies, Processes and Procedures as the Fraud landscape evolves.
Manages and allocates budget assigned to the Fraud Systems & Analytics section (licenses, maintenance, updates, etc.)
Identifies and scales budget requirements for the Fraud Systems & Analytics section
Oversights budget and expenditure plans for the Fraud Systems & Analytics section
Decides and approves (to the extent of the authority assigned) contracting of vendors and defines investment plans.
Engages with Senior Management and ensures that senior management is constantly informed for all Anti‑Financial Fraud Technology and data developments through regular or ad hoc reports.
Engages with Fraud Systems & Analytics section staff to supervise and coordinate development and plans, understand status, communicate relevant matters, escalate incidents.
Engages with different stakeholders across the Bank and the Anti‑Financial Fraud department.
Provides technical knowledge to staff in relation to systems architecture, data, integration, functionalities, etc.
Engages with vendors and third parties as required.
Supervises and coordinates the integration of all core systems into the Anti‑Fraud System for centralizing the management of alerts into a single tool.
Supervises the development of business requirements documents.
Supervises and coordinates the adjustment of systems to meet data extraction and analysis requirements.
Supervises and coordinates the definition and application of a prioritization of alerts system and a scoring model for the Anti‑Fraud Monitoring system.
Supervises the creation and maintenance of dashboards in the Fraud monitoring system and other dashboards required by the different areas of the Anti‑Financial Fraud department.
Supervises the engagement with relevant technology areas of the Bank and third parties for implementing all authentication requirements and enhancing technology systems for fighting fraud (i.e. biometrics, behavior, etc.).
Supervises the development of authentication standards and integration with Fraud Monitoring Systems.
Coordination of the potential integration of cyber and anti‑fraud systems.
Coordinates with the Fraud Monitoring section the definition of alert reviewing protocols
Supervises the documenting, reviewing and periodical updating of the Fraud Prevention and Detection Standards.
Coordinates efforts with Cyber‑Security, Sanctions and AML.
Supervises the conducting of ad‑hoc reviews of different areas of the bank to identify internal fraud. (i.e. data analytics on finance systems, access security)
Supervises and coordinates the identification and mapping of all fraud‑related datapoint and unification of data formats.
Supervises the preparation and maintenance of Management Information dashboards.
Supervises the preparation and maintenance of KRI and Fraud Risk Appetite data.
Supervises the extraction and analysis of data to identify new trends and patterns.
Coordinates the definition and proposition of additional controls and revised operations based on the results of the data analysis.
Supervises and coordinates the optimisation and adjustment of the monitoring rules and scenarios based on data analysis and new data inputs.
Coordinates the identification and management of external sources of information for obtaining an overview of the fraud landscape and identifying fraud risks.
Coordinates the incorporation of inputs from Intelligence monitoring in dashboards or reports
Supervises the collection of data from non‑fraud internal systems to perform ad‑hoc reviews.
Engages with the Investigations team to determine needs of specific data in order to conduct investigations, and consequently engages data analysts to obtain the relevant data.
Engages with Cyber/AML to share intelligence and relevant information.
Stimulates subordinates and Contributes to the identification of opportunities for continuous improvement of systems, processes and practices taking into account ‘international best practices’, improvement of business processes, cost reduction and productivity improvement.
Supervises the preparation of department reports of Riyad Bank timely and accurately to meet organization and departmental requirements, policies and standards.
Supervises and submits reports to regulators timely and accurately to meet the regulator’s requirements.
Ensures all staff have clear objectives, regular performance feedback sessions, formal annual appraisals, and individual development plans.
Ensures compliance to all relevant safety, quality and environmental management policies, procedures and controls across the department in order to guarantee employee safety, legislative compliance and a responsible environmental attitude.
Leads and directs the management of change through continuous improvement of division systems, processes and practices taking into account ‘international best practice’, changes in international standards and changes in the business environment which demand proactive action plans
Represents the function and actively contributes in various committees/meetings (internal and external) as applicable and per authority levels in order to ensure relevant matters are dealt with in a timely and efficient manner.
Performs other related duties or assignments as directed.
