POSITION SUMMARY

This position is based at Green Hydrogen Elements Project Site, working on 8 x 2-week rotational assignments. Reporting directly to the GHE Commissioning Discipline Manager (Electrical). The incumbent is expected to have detailed knowledge of Project and Commissioning Management, Pre‑Commissioning, Commissioning Engineering, Quality and Safety standards.

NATURE AND SCOPE

Description: The Green Hydrogen Elements (GHE) is a pioneering Project located in the Tabuk Province, Northwest Saudi Arabia. The Project includes Hydrogen production, Nitrogen Production and a pioneering Ammonia ramping production and storage facility, using Alkaline Water Electrolysis (AWE).

Principal Accountabilities
  • Excellent construction site management skills
  • Thorough knowledge and proven ability in construction and erection techniques with emphasis on HV electrical, including HV motors, switchgear, and transformers, MV electrical equipment and LV electrical and building services, including small power and lighting.
  • Knowledge of CEN ELEC, IEC, NEC, BS, and international electrical codes.
  • Knowledge of KSA electrical standards.
  • Thorough knowledge of international industry codes and standards related to intrinsically safe systems and electrical.
  • Team player.
  • Strong communicator, written and oral.
  • Strong and effective coordinator.
  • Organized, disciplined, able to perform under pressure, and manage multiple priorities and parallel tasks.
  • Strong Microsoft software skills, particularly Excel.
  • Report‑writing skills.
  • Experience working in a multicultural project team.
  • KSA experience.
  • Successful execution of all instrument and electrical scope in accordance with the project schedule, cost, and other KPIs.
  • Responsibility for the safe execution of the work being supervised.
  • The indirect management of a team of instrument and electrical sub‑contractor’s construction foremen and chargehands, as agreed at site. These contracts cover all aspects of:
    • HV equipment installation, cable pulling and terminations, all aspects of MV and LV equipment, junction box, MCC/PDC installation, lighting, and small power distribution and services installation, and QC testing and pre‑commissioning of all these pieces of equipment and systems.
    • QC inspection, including pre‑commissioning.
  • Maintain an open and effective communication channel with the site project team.
  • Represent the site meetings with the sub‑contractors and other stakeholders.
  • Support and promote the implementation of the project safety, security and quality plans.
  • Support and promote the implementation of the project execution plan.
  • Provide strong leadership and coordination to ensure the site team works effectively to achieve project KPIs. Identify and address risks and issues, escalating to the construction manager and senior project manager as required.
  • Provide leadership to ensure prompt prioritization and coordination of all unforeseen issues at the site, escalating to the construction manager and site project manager as required.
  • Carry out weekly EHS inspection audits.
  • Monitor permit and safe plan of action compliance.
  • Continuously observe and monitor the interface of all construction activities for all disciplines, assist the managing contractor in resolving any interface coordination issues.
  • Ensure safety requirements of the project are met by all parties, supporting and encouraging safe work practices.
  • Encourage and promote communication and teamwork.
  • Monitor the daily working plan and review the work accomplished by each craft.
  • Ensure the most current design documents are used to complete the work and that all design changes are approved prior to implementation.
  • Review method statements, drawings, schedules and other job safety documents.
  • Prepare reports and forecasts, including summaries of construction progress, craft personnel forecasts, and expenditure forecasts.
  • Monitor manpower, tools and equipment usage on the site.
  • Monitor subcontractor activities to ensure compliance with specifications and schedules.
  • Coordinate activities with other disciplines or areas.
  • Assist in developing strategies and initiatives to improve managing contractor and contractor performance.
  • Assess existing contractor interface performance during construction works and help develop and improve simultaneous operations (SIMOPS) coordination.
  • Assist in reviewing and appraising method statements and risk assessments for technical content and safety considerations.
  • Assist the managing contractor in monitoring the execution of the works to ensure project quality requirements and standards are met, including monitoring contractor inspection and test plans (ITPs).
  • Input into coordination of interface between vendor representatives and contractor.
  • Be prepared to work shift patterns (day or night).
  • Assist in system walk‑downs with contractor and client.
  • Attend daily and weekly coordination meetings.
  • Assist managing contractor to monitor progress and productivity reported by contractors.
  • Assist AP Construction Manager in developing detailed reporting of assessment of works and contractor performance.
Qualifications
  • BSc/Engg degree in Electrical Engineering.
  • 10‑15 years of relevant experience.
  • KSA experience is preferred.
