We are seeking a highly skilled and detail-oriented Business Development Specialist – Technical Proposals to join our Business Development department. This role is critical in ensuring that our organization delivers high-quality, compliant, and competitive technical proposals in response to RFPs, RFQs, and tenders across multiple sectors.

The successful candidate will be responsible for leading the technical writing and coordination process, ensuring that all proposals are accurate, compelling, and aligned with client requirements. Working closely with subject matter experts, project managers, and other BD team members, the Technical Proposal Specialist will transform inputs into polished documents that clearly showcase the company’s strengths, capabilities, and solutions.

This position requires someone who is bilingual (Arabic and English mandatory), has at least 3 years of proven experience in technical proposal writing for government or semi-government clients, and is able to thrive under pressure with strict deadlines.

Requirements

  • Bilingual (Arabic and English mandatory).
  • Minimum 3 years of experience in technical proposal writing, preferably for government or semi-government clients in Saudi Arabia.
  • Proven track record of preparing winning proposals in training, consulting, or project management sectors is highly desirable.
  • Strong analytical skills with the ability to understand technical requirements and translate them into professional content.
  • Excellent attention to detail, ensuring proposals are error‑free and compliant.
  • Advanced proficiency in Microsoft Word, PowerPoint, and Excel.
  • Familiarity with government procurement portals (e.g., Etimad) is a plus.
  • Ability to work under pressure and deliver results within tight timelines.
  • Based in Riyadh, Saudi Arabia, with full‑time availability.
  • Deliver polished proposals within strict deadlines while maintaining the highest quality standards.
  • Anticipate potential risks in submission timelines and proactively resolve issues.
  • Maintain a library of standardized technical content, case studies, and best practices for reuse in future proposals.
  • Ensure consistent branding, formatting, and messaging across all proposal documents.
  • Collaborate with the BD Admin, Commercial Proposal Specialist, and BD Manager to ensure seamless proposal development.
  • Liaise with internal departments to secure accurate technical inputs (training, consulting, project management teams).
  • Coordinate proposal reviews, incorporating feedback and ensuring continuous quality improvement.
  • Draft, edit, and finalize the technical sections of proposals, ensuring clarity, accuracy, and persuasiveness.
  • Work with subject matter experts (SMEs), project managers, and internal teams to gather technical content.
  • Customize reusable proposal materials to fit specific client and project requirements.
  • Carefully review RFP/RFQ/tender documents to extract requirements, compliance criteria, and key deliverables.
  • Prepare compliance checklists and ensure every proposal submission meets client specifications.
