Job summary

An international engineering firm in Dammam is looking for a Head of Technical & Engineering Department to oversee the performance of design consultants and manage a team of engineers. The ideal candidate will have over 20 years of extensive experience in engineering management on large-scale projects, strong leadership skills, and proficiency in communication. The role requires a Bachelor’s degree in engineering and knowledge of industry codes and standards. Experience in the Middle East is preferred.

About the job Airport - Head of Technical & Engineering Dept.

General Description of Role and Responsibilities:

• Monitor the performance of the Design Consultant(s) to ensure the Design correctness and completeness as well as compliance with the scope of work requirements.
• Control and manage Senior Discipline Engineers of the Project Management Team with respect to Design aspects.
• Evaluate and endorse variation orders/concession request submitted by the Design Consultant(s) for Client's approval.
• Attend all meetings with Design Consultant(s), his sub-consultants and Client's Meetings.
• Review project design strategy and make recommendation to client.
• Suggest alternative materials/systems to improve process design, future maintenance and construction cost.
• Assist in preparing a questionnaire for the pre-qualification of design consultants and building contractors and assist in carrying out the pre-qualification and recommending a list of bidders.
• Assist and monitor and ensure timely submittals of all documents from the Design Consultant(s) to all government departments until obtaining the final permits necessary to proceed with the works until final completion.
• Coordinate with the regional/home office to obtain the required technical support to ensure correctness and completeness of the design.

Qualifications, Experience, Knowledge and Skills:

• Bachelor degree in engineering from an accredited university.
• Preferably years 20+ and Minimum (15+ and strong profile). leading to a position of engineering manager on large-scale projects. Extensive progressive work experience, including supervision, preferably in project and staff design engineering, systems start-up, field engineering and utilities. Proficient knowledge of procurement, construction, contracts and quality assurance.
• Proven leadership capability.
• Thorough knowledge and demonstrated experience in directing multi-discipline engineering team including architectural, structural, civil, mechanical and electrical on large projects.
• Technical knowledge of engineering systems, calculations, applications of engineering methods and materials and applications of computers and computer aided engineering to problems.
• Broad knowledge of industry/regulatory codes and standards, engineering procedures and design criteria in all engineering disciplines.
• Experience of continuous improvement and supporting capacity building / talent development.
• Excellent verbal and written communication skills.
• Experience of working internationally (preference for Middle East/ KSA).
