Overview

The Global Green Growth Institute (GGGI) was established as an intergovernmental organization to promote a model of economic growth known as “green growth”. The green growth model integrates variables measuring economic growth, environmental sustainability, poverty reduction and social inclusion. GGGI envisions a resilient world achieved through strong, inclusive, and sustainable green growth, and is dedicated to supporting the transition of GGGI Member countries towards a green growth model. In pursuit of these goals, GGGI aims to design and deliver programs and services that enable new pathways for pro-poor economic growth.

GGGI Mexico has a growing portfolio of programs focused on four key thematic areas—energy, green cities, water, and land-use—with cross-cutting areas of climate change and socially inclusive development. GGGI Mexico requires technical support for the development of a Roadmap for the Implementation of the NDC in its mitigation component, to define the Government of Mexico and the Ministry of Environment and Natural Resources (SEMARNAT) strategy for achieving goals set forth in the updated NDC presented at COP 27 in 2022.

Within this context, an energy consultant is needed to support GGGI Mexico in technical discussions with government and other stakeholders, and for organizing meetings and workshops.

Objectives Of The Assignment

Develop technical inputs to prioritize Mexican mitigation projects from the Power Generation sector and identify and compile other viable actions, technically and economically, that will allow Mexico to achieve the objective of reducing GHG emissions by 35% with respect to the 2013 baseline, by the year 2030. These elements will contribute to the development of an initial proposal for the mitigation component of the technical proposal for the Implementation Roadmap of Mexico’s NDC (IR NDC).

Deliverables And Payment Schedule

The consultancy must carry out at least the following activities:

  • Review and complement the initial inputs generated by GGGI regarding the Energy National policy framework, programs, mitigation studies and other information related to the Power generation, transmission and distribution sector published by the Government of Mexico.
  • Review the technical documents and mitigation databases and inputs prepared by the National Institute of Ecology and Climate Change (INECC) for the Clean Energy measures considered for the NDC ambition increase and identify, in coordination with SEMARNAT, potential projects and sub-activities necessary for the implementation of such projects.
  • Analysis of mitigation actions oriented to distributed generation both at the residential level (in cities and communities) and in agricultural sector activities (which could contribute additionally to the NDC objectives).
  • Review of studies on emerging technologies such as green hydrogen and analyze the potential to be integrated as part of Mexico’s energy mix.
  • Analysis of the technical reports “Costs of the Nationally Determined Contributions of Mexico. Unconditional Sectoral Measures” and the “Estimation of costs and benefits associated with the implementation of mitigation actions for the fulfillment of the emission reduction objectives committed in the Paris Agreement” and every other document related with the topic (i.e. BRT), developed by INECC for the Power generation sector.
  • Review and assess information from other efforts focused on providing roadmaps, guidelines, or plans for the implementation of Mexico’s NDC in the power generation sector from Civil Society Organizations (CSOs), or academic institutions.
  • Support SEMARNAT to facilitate and participate in meetings with relevant stakeholders (e.g. SENER, CFE, INECC, international cooperation agencies, etc.) and generate communication materials and minutes of meetings.
  • Identify and analyze other relevant information related to the activities of the intervention project proposed by SEMARNAT and GGGI Mexico with the potential to contribute to the roadmap mitigation component of the Power Generation sector.
  • Identify legislative, economic, technological, social, and environmental barriers that might prevent the successful implementation of Mexico’s NDC mitigation goals in the Power generation. Provide recommendations on how to reduce negative impacts from these barriers.
  • Synthesize reviewed information to propose an initial roadmap for the implementations of Mexico’s NDC for the Power generation sector, including mitigation potential, means of implementation, costs, involved stakeholders and their roles, technologies to be used, key performance indicators, and timeline.
  • Support the organization and conduction, jointly with SEMARNAT and GGGI, of the National Climate Change System’s (SINACC) session to communicate the technical proposal mitigation activities, tasks, stakeholders and their roles, and timeline to interested audiences and identify early priority mitigation measures.
  • Improve and adjust the Mitigation technical proposal for the Power generation sector for the NDC Roadmap if necessary.
  • Coordinate with GGGI’s Mitigation Senior Associate for the consolidation of inputs, draft, and final version of deliverables.
  • Coordinate with SEMARNAT (General Directorate for Climate Action Policies) for the development of the activities listed above.
Expertise Required
  • Mexican citizen.
  • Graduate degree in engineering (e.g., renewable energy, environmental, chemical engineering, energy and sustainability or equivalent) or economics (e.g. energy, climate change, environmental).
  • Professional experience of at least seven (7) years, including three (3) years in the design and cost-analysis of power generation projects, mitigation actions proposal and assessment for the power generation sector, CDM methodologies, economic assessment of mitigation actions in the energy sector, energy policy analysis and development.
  • Knowledge of energy policy in Mexico.
  • Knowledge of the Mexican transmission and distribution network (electrical grid).
  • Experience with the Government of Mexico or subnational environmental authorities.
  • Excellent writing and proposals drafting skills in both English and Spanish.
  • Experience in statistical data analysis on the Energy sector.
  • Knowledge of IPCC guidelines or equivalent.
  • Excellent data analysis and critical thinking skills.
  • Strong skills in assertive communication.
  • Ability to produce deliverables with minimal supervision.
