Position Overview/Duties

This is a JOBtoberfest announcement for reassignment to an internal position in the North Atlantic Division, Europe District, Construction Division. This position is open to current permanent USACE employees, with time-in-service requirements, at the GS-0802-12 level. Vacancies: 3. Open Date: 26 September 2025. Closing Date: 14 October 2025. Anticipated Start Date: on/about pay periods beginning in the 2nd Quarter of FY26. Overseas Duty Location: Grafenwoehr, Germany OR Vicenza, Italy. Interested candidates should provide their resume in the USACE Talent Management Portal (TMP) and be prepared to provide current SF-50 upon request.

Position Summary: The Office Engineer is responsible for handling contract modifications and contract administration duties. Reviews plans and specifications, change orders, contract modification, findings of fact, claims, transfer documents, etc., to determine feasibility and adaptability, conformance to contract requirements, preparing and/or processing periodic construction progress reports, and other construction engineering considerations. Work performance requires technical skills and a broad knowledge of: (a) engineering methods, techniques, and disciplines; (b) construction methods, techniques, materials, equipment, costs, and safety practices; and (c) contractor quality control and quality assurance requirements.

Major Duties and Responsibilities
  • Reviews plans and specifications to include special conditions to become thoroughly familiar with the work, uncover ambiguities or omissions, and conflicting or inadequate instructions to facilitate contract administration or minimize the need for subsequent modifications.
  • Advises the supervisor concerning field changes, contract modifications and/or construction problems which may result in contract changes or modifications.
  • Conducts negotiations with contractors on large or unique modification work to establish equitable prices and realistic time allowance for modified and/or additional work.
  • Work involves research of job records to include correspondence, shop drawings or approved materials, inspector's logs, correspondence with sponsoring agency and pre-award negotiations records, and payment records.
  • Follows up with District Headquarters or Host Nation representatives on projects that fall behind schedule, and expedites resolution of conflicts or other problem and facilities contract awards.
  • Assembles engineering and fiscal data in support of requests to higher authority for special funds, additional funds, and reallocation of present funds.
  • Performs additional tasks as assigned to support related organizational initiatives.

Additional locations may include: Luxembourg, Norway, Romania, and Bulgaria

Overseas Position
  • Overseas positions may have a tour limitation.
  • You must be able to satisfy the requirements of the 26 JUL 12 DODI 1400.25 V1230, DoD Civilian Personnel Management System: Employment in Foreign Areas and Employee Return Rights.
  • You must complete and sign DD Form 2365, FEB.
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.
  • This position may be eligible for situational telework.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
