To be based within the Intensive Support and Wellbeing Hub and alongside the Strategic Lead for Practice, this role will lead work with local leaders and commissioners to embed recommendations from the Foundations Practice Guides and evidence-based interventions into local service pathways, and foster a culture of evidence use as part of children’s services transformation.

The Local Evidence Lead will lead the work associated with being a ‘Foundations Partner Place’ as part of Foundations’ Evidence into Practice work. This will include assessing the current service offer for children and families, agreeing priorities for work with Foundations, and working with senior leaders in the local authority, as well as wider stakeholders and Foundations to ensure that evidence-based practice and materials make a difference to children and young people’s outcomes.

The Local Evidence Lead will oversee the identification, selection and delivery of evidence-based interventions (EBIs) and recommendations from the Practice Guides – commissioned by the Department for Education (DfE) and produced by Foundations.

Decisions will be based on evidence from assessments as they relate to transformation in children’s services:

  • population needs;
  • service and system assessment;
  • workforce;
  • children’s and families’ experiences;
  • and local multi-agency systems.

The programme is closely aligned with the DfE Families First Partnership Programme. The Local Evidence Lead will lead all aspects of the programme at the local level, providing capacity building activities aimed at supporting local change and addressing implementation barriers to ensure key objectives are met. This will involve increasing senior local authority leaders’ technical knowledge about the benefits of implementing EBIs and the recommendations of the Practice Guides, and the ways in which implementation theory can support fidelity of delivery as well as support local authorities to measure success. It will include building relationships between key stakeholders to create the infrastructure required for the successful implementation of EBIs and the recommendations of the Practice Guides to thrive, as well as scaffolding their setup and overseeing quality assurance.

The LEL will also work with Foundations to capture and share learning from this work with other Partner Places in their region and with national stakeholders such as the DfE.
