A local government council in West Yorkshire seeks an experienced Service Manager – Asset Management, Sustainability and Performance to lead housing investment strategies. Candidates should have a degree in related fields and expertise in managing complex programs to ensure compliance with standards. This role aims to improve communities through strategic investment in housing.

Are you a strategic thinker with a passion for delivering complex programmes that improve homes and communities? We’re looking for an experienced Service Manager – Asset Management, Sustainability and Performance within Homes & Neighbourhoods to lead the delivery of our ambitious investment programme and 30 year asset management plans.
- Lead the development and implementation of the Asset Management Strategy and 30 year Housing Capital and Revenue Investment Plan.
- Oversee the strategic planning and delivery of capital investment programmes, ensuring compliance with safety and housing standards.
- Manage complex projects and programmes, ensuring delivery on time, within budget, and to high standards.
- Use data and intelligence to inform strategic investment decisions and long-term investment planning.
- Collaborate with tenants, elected members, and partners to shape the improvement plans for Council homes.
- Champion decarbonisation and retrofit initiatives across council housing stock and development of a Council housing decarbonisation strategy.
- Lead and support a team of technical and asset management professionals.
- Strategic management and lead for external funding submissions to maximise external funding opportunities that can support and improve our Council homes and, bring forward new supply.
- Ensure robust programme governance, risk management, and performance reporting.
- HNC or Degree in Construction, Housing, or Project Management (or equivalent).
- Professional qualification in project/programme management (e.g. PRINCE2, MSP, APM).
- Proven experience leading complex housing or asset management programmes.
- Strong contract, performance, and budget management skills.
- Excellent communication and stakeholder engagement abilities.
- Knowledge of housing standards, building safety, and compliance frameworks.
- A collaborative leader who can inspire teams and drive continuous improvement.
