A government agency in Scotland is seeking a qualified individual to lead sustainable transport programs, including the Active Travel Infrastructure and Bus Infrastructure Funds. This role requires a Chartered Engineer or Chartered Transport Planning Professional with strong project management skills and experience in transport planning. The position offers a £7862 pay supplement and the opportunity to make a significant impact on sustainable travel initiatives.
In order to prepare for the increased investment in active travel, we have undertaken a review of the delivery model for active travel. In 2024-25 we launched the Active Travel Infrastructure Fund. We are also leading on the Bus Infrastructure Fund also launched this year. Both these funds require Transport Scotland to scrutinise proposals for delivery and strategic impact, award funding and monitor delivery.
As post holder you will be working in a dynamic and rapidly developing area with a strong Ministerial, public and media focus. This role demands a dynamic individual with an understanding of transport planning, design, and a passion for promoting sustainable transportation options. You will be responsible for leading the appraisal, design, management, and delivery of sustainable transport programmes, including the Active Travel Infrastructure Fund and Bus Infrastructure Fund. This role requires a technical background in engineering/transport planning, effective project management skills, and the ability to lead, manage and develop a team.
The ideal candidate will ensure project deliverables are achieved on time, within budget, and to the required quality standards, driving innovation, whilst also providing comprehensive reporting and stakeholder engagement.
The role will report to the Sustainable Transport Technical Team Lead.
This post attracts a £7862 pay supplement (pro rata). Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
It is an essential requirement of the post that you are a Chartered Engineer (CEng) or are a Chartered Transport Planning Professional (CTPP). For CEng you must hold a suitable degree in Civil Engineering or an equivalent degree related to the profession. For CTPP you will either hold an approved Masters degree in Transport Planning or demonstrate that you have achieved the equivalent level of knowledge.
You must also be a member of an appropriate professional body.
For Chartered Engineers you must be registered with the Engineering Council. For Chartered Transport Planning Professionals you must hold the CTPP qualification and be registered as a Chartered Transport Planning Professional with a relevant institution.

You will require to be office based twice per week.
Successful candidates must complete the Baseline Personnel Security Standard (BPSS), before they can be appointed. BPSS is comprised of four main pre-employment checks – Identity, Right to work, Employment History and a Criminal Record check (unspent convictions).
