Overview

Assala Energy is a dynamic Oil and Gas Exploration and Production company committed to the sustainable development of its assets in Gabon. We value a collaborative approach, promote diversity, and prioritize safety and integrity in all our operations.

We are seeking a skilled consultant to deliver Safety Assurance Engineering services, focusing on technical assurance and loss prevention activities across various projects. The consultant will support hazard management and formal safety assessments for project requirements and broader company objectives. Proven expertise in delivering safety and technical assurance services from conceptual studies through to commissioning is essential.

The consultant will independently deliver on the following services:

Responsibilities
  • Familiarize with the safety design basis / case for each asset where projects are executed.
  • Prepare, check and approve risk management and assurance engineering deliverables based on project and company requirements while ensuring alignment with good engineering practice, sound judgement, and international design standards and guidelines where these guidelines are not in conflict with local statutory requirements.
  • Carry out or facilitate required safety studies to assure safety and compliance with the asset’s safety design cases.
  • Facilitate and provide technical input to project safety risk identification such as major accident hazards identification, QRA, and other risk identifications and mitigation methodologies.
  • Oversee HAZID, HAZOP, LOPA and SIL studies for projects and the Company when required.
  • Facilitate close out of all safety actions and ensure relevant signatures are obtained.
  • Liaise with subsidiary technical safety and site HSE team as and when required, to ensure gaps, safety and environmental risks introduced by the projects are identified and addressed with outcomes safely mitigated.
  • Provide technical input to the asset safeguarding diagrams, design, construction, commissioning and start up activities.
  • Provide technical input into project’s commissioning procedures and operating manual.
  • Develop and implement safe reinstatement and start-up procedures and checklists for projects and major modifications.
  • Actively participate and audit the SIMOPS activities during construction and commissioning stages of the projects.
  • Develop and implement specific competency development plans for subsidiary and deliver tailored designed risk management in house training in: HAZID / HAZOP; Fire explosion and consequence analysis studies for designs/operations; Safe distance for equipment layouts, dispersion and fire modelling training for designs/operations.

Full scope of work with deliverables and objectives will be made available during a technical validation meeting.

This is a contract opportunity offered subject to outside IR35 compliance checks.

Qualifications
  • Master’s degree in Engineering or a related field with expertise in process safety engineering consulting, with a proven track record of delivering technical assurance for oil and gas facilities and pipelines.
  • Extensive experience in facilitating safety studies, including HAZID, HAZOP, SIL, and LOPA.
  • Strong knowledge of engineering processes, inter-discipline coordination, and international design standards.
  • Operational site experience and a history of delivering solutions to mitigate risks and prevent losses.
  • Proficiency in French and English (both written and spoken).
  • The ability to design and deliver effective training programs.
