We are seeking an inspiring and forward-thinking Head of Medical Education and Medical Staffing to provide maternity cover at East London Foundation Trust.

This pivotal role offers the opportunity to shape medical education and workforce services across the Trust, ensuring high-quality, inclusive, and people-centered outcomes.

The successful candidate will combine strategic vision with operational leadership, driving improvements in medical education, staffing processes, and workforce systems.

Candidate Profile

We are looking for a dynamic Medical Staffing and Medical Education Leader who is passionate about creating positive, inclusive workplaces and driving high-quality, people-centered services.

  • Strong stakeholder engagement skills across clinical, educational, and corporate settings.
  • Experience in financial management, workforce systems, and strategic planning.

The post holder will:

  • Provide authoritative and accessible leadership across all Directorates.
  • Ensure that medical education and medical staffing teams, including administrative support, clinical and educational supervisors, and clinical directors, work together in a co-operative and integrated way.
  • Support the strategic development of medical staffing People & Culture services and medical education, offering specialist medical training knowledge and leadership to the medical administration team.
  • Provide guidance and management support to the Postgraduate Medical Education (PGME) and Undergraduate Medical Education (UGME) Committees, Joint Local Negotiating Committee (JLNC), Director of Medical Education, Undergraduate Leads, and local Training Programme Directors (TPDs).
  • Focus on the interpretation and implementation of national policies, terms and conditions, and current legislation relating to medical education, medical staffing, and service level agreements.

Key Responsibilities
  • Provide strategic leadership for all Medical Education and Medical Staffing functions across the Trust.
  • Ensure collaborative working between administrative teams, clinical supervisors, educational leads, and directors.
  • Support the development of medical HR services and education programmes, interpreting and implementing national policy and legislation.
  • Oversee postgraduate and undergraduate medical training programmes, ensuring compliance with Health Education England contracts and delivery of educational targets.
  • Manage financial responsibilities within the People & Culture budget, including education contracts and business planning.
  • Maintain and develop Trust-wide medical education databases and assurance frameworks.
  • Guide and oversee the implementation of the Patchwork e-rostering system as part of the ELFT People & Culture Transformation Programme, working collaboratively across GFGT, Senior Medical Staffing, Corporate colleagues, and directorates to embed sustainable workforce solutions.
  • Oversee the requirements and implementation of the NHSE Resident Doctors 10-Point Plan and NHSE core job planning requirement, ensuring compliance with national workforce priorities and supporting effective medical workforce deployment across the Trust.
