Job Summary
Reporting to the Deputy Director of Community Health Services, the post holder will be an integral member of the Senior Leadership Team. They will be accountable for the delivery of the place based operational, performance, quality and financial performance of services. They will be responsible for the effective management of human resources, financial resources, quality and governance across the designated service lines.
The Head of Clinical Services will work collaboratively with the Deputy Director, Clinical Director and Professional Leadership team to drive and deliver excellent integrated clinical care pathways, and provide a highly visible, accessible presence to ensure the smooth and safe day‑to‑day running of services and maintaining good staff and patient experience.

Key Responsibilities
- Hold responsibility for effective management of human resources, financial resources, governance and business planning arrangements across the service lines.
- Lead the implementation of patient‑centred clinical operational strategy, working in partnership to ensure the Trust’s corporate objectives and transformation programmes including Quality Improvement.
- Lead by example and act as ambassador for the Trust, championing values and upholding high standards of behaviour and compassion.
- Work with Professional leads for the implementation of the Professional (AHP and nursing) Strategy, Quality Strategy and associated strategy involving clinical pathway and development for service line areas.
- Transform end‑to‑end pathways of care, adopting new ways of working and innovation.
- Deputise for the Deputy Director and Professional lead at local and regional meetings as required.

Person Specification – Education, qualifications and training
- Full Registration with the Health and Care Professions Council related to this post
- Educated to Masters level or equivalent, or have a demonstrable experience of senior professional, clinical and management
- A demonstrable record of continuing professional development and relevant post‑graduate qualification or training in specialist knowledge and skills
- Significant management experience
Experience
- Experience of working in health settings, with significant experience in a Lead role
- Experience of supporting professional development including contribution to CPD for staff and students
- Experience of leading and taking part in Senior Management Teams
- Experience of working with internal and external stakeholders, and representing and promoting a service or group
- Successful proven experience of service and practice development and innovation
- Experience of supervising and appraising staff and students, recruitment, performance management and workforce planning
- A track record in working with and involving carers and service users in service development and delivery
Knowledge and skills
- Able to address appropriate staffing issues including reduction of temporary staffing across the Trust
- Evidence of knowledge and application of current best practice in professional area including understanding of current policy, legislation and practice in relation to health and own allied health profession
- The ability to work strategically and have the vision to develop best practice within profession
- Demonstrable ability to interpret complex information and advice or take necessary action, analyse need and recommend and implement change / management systems
- Excellent interpersonal and communication skills to develop and maintain complex working relationships at all levels within and external to the organisation
- Ability to select and retain skilled staff, build and develop multidisciplinary teams and deal with complex staff problems and issues
- Ability to work autonomously, on own initiative and under pressure to meet deadlines & make and action decisions independently within agreed time frames
