A leading international organization is seeking a Recruitment Manager to oversee recruitment campaigns and strategic sourcing. Description du poste

  • Manage recruitment campaigns providing strategic advice to client Directorates including classification of roles developing efficient workflows and generating diverse candidate pools depending on technical skills.
  • Develop strategic sourcing strategies to engage talent for high-demand or hard-to-fill roles using job boards LinkedIn internal referrals and other channels.
  • Serve as the main point of contact for candidates throughout the recruitment process ensuring clear timely transparent communication and a positive candidate experience.
  • Enhance and build best practices for inclusive competency-based recruitment ensuring alignment with OECD values and policies.
  • Continuously enhance processes in the recruitment systems and tools (e.g. Application Tracking systems) to ensure accurate recruitment data enabling insightful reporting on recruitment activity diversity metrics and process efficiency.
  • Keep momentum throughout recruitment processes proactively managing delays driving solutions and adhering to agreed timelines and Service Level Agreements (SLAs).

Internal Collaboration and Stakeholder Engagement

  • Partner with client Directorates to ensure a strong business understanding of their specific needs and culture.
  • Providing expert guidance and strategic advice to hiring managers on talent acquisition strategies market insights diversity and inclusion and best practices while also offering solutions to recruitment challenges.
  • Stay abreast on client Directorates workforce planning information to drive recruitment forecasting and optimise recruitment activities.
  • Maintain regular communication with HR Business Partners HR Operations team and Resource Management Advisors to provide visibility on recruitment activities ensuring they have access to necessary information and insights.

Performance and Metrics

  • Design and implement recruitment workflows that align with the recruitment systems and assessment tools.
  • Participate in identifying opportunities for improving recruitment processes and guidelines with a focus on enhancing efficiency transparency and fairness as well as design of HR frameworks.
  • Manage and advise on recruitment tools and ensure the careers site and talent campaign materials remain candidate-focused and up to date.
  • Track and analyse candidate data to drive process improvements and recruitment strategy.
  • Maintain accountability for meeting monthly Key Performance Indicators (KPIs) for recruitment including positive ccandidate and haring manager satisfaction survey scores diversity and quality of candidate metrics and time to fill Service Level Agreement (SLA).
  • Monitor and follow established KPIs and SLAs contributing to the continuous improvement of recruitment standards.
  • Ensure efficient recruitment workflows to meet SLAs while maintaining a focus on high-quality hires.

Qualifications :

Ideal Candidate Profile

  • A university degree in Human Resources Psychology Public Administration Business or a related field.
  • Proven experience managing recruitment campaigns from end to end ideally within a complex multi-stakeholder environment.
  • Previous HR experience specifically in recruitment and outreach in an International Organisation would be an advantage.
  • Knowledgeable in modern sourcing techniques and assessment methodologies including competency-based interviewing and evaluation.
  • Strong ability to manage relationships with diverse stakeholders providing clear guidance and effective communication.
  • Demonstrated proficiency in maintaining accurate recruitment data and leveraging systems for reporting and analytics.
  • Highly organised proactive and solution-oriented with the capability to effectively handle multiple recruitment processes simultaneously.
  • Familiarity with best practices in inclusive and diverse hiring and an understanding of how to practically apply these in recruitment processes.
  • Ability to identify opportunities for process improvements ensuring efficiency fairness and transparency.
  • Excellent interpersonal skills with a commitment to delivering a positive candidate experience throughout the recruitment process.

Tools

  • Proficiency in Microsoft Office applications.
  • Experience with recruitment platforms such as SmartRecruiter or similar ATS.
  • Good understanding of how to best leverage AI in the recruitment process.
  • Good understanding of LinkedIn Recruiter and Insight or other sourcing tools.

Core Competencies

Languages

  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other with a commitment to reach a good working level.

Contract Duration

  • 24 month fixed-term appointment with the possibility of renewal to a maximum of 36 months.
