MIGRATION – Project Leader « Common Operational Partnership (COP) – Nigeria : Fight against migrant smuggling and human trafficking »

MISSION CONTEXT

CIVIPOL is looking for a Project Leader to implement its upcoming Common Operational Partnership (COP), which overall objective is to contribute to the dismantling of human trafficking and migrant smuggling networks in Nigeria and the sub-region, by strengthening the capacities of NAPTIP's investigation services.

The specific objectives are to:

  • Increase NAPTIP's investigation and prosecutorial capacity to effectively dismantle human trafficking and migrant smuggling networks, while ensuring the protection of victims;
  • Strengthen regional and international cooperation in the fight against migrant smuggling and human trafficking.

JOB DESCRIPTION

Project management and monitoring:

  • Coordinate the preparation, development and implementation of the project's work plan and strategic and operational agenda.
  • Ensure quality and compliance with deadlines, as well as quality of implementation.
  • Monitor the budget in coordination with the CIVIPOL Project Manager in Paris.
  • Ensure transmission of reports to CIVIPOL headquarters in Paris.
  • Identify short-term expertise profiles for the implementation of activities.
  • Accompany and supervise short-term experts in the preparation and implementation of their missions.

Institutional relations:

  • Liaise with Nigerian authorities.
  • Liaise with the European Union Delegation in Abuja and any other relevant partners.
  • Organize regular meetings with project beneficiaries and stakeholders.

Needs analysis and assessment:

  • Conduct, in collaboration with the targeted NAPTIP departments, an inception audit to identify the training, equipment and operational procedure needs of the targeted Departments and units, and highlight the corresponding operational recommendations.

Training:

  • Based on the recommendations of the inception audit, develop a training plan for the targeted services.
  • Support targeted departments and Units in building their internal training materials.

Operational support:

  • Support targeted departments and Units through mentoring and day-to-day operational support throughout the investigation cycle.
  • Provide technical and strategic support to the Agency.
  • Support dedicated personnel of the Agency in the use of the equipment provided and ensure maintenance.

Regional cooperation:

  • Contribute to the organization of regional working groups to promote the exchange of information and best practices.
  • Contribute to strengthening operational cooperation with other countries in the sub-region.

REQUIRED PROFILE

Professional experience:

  • Training certified by a public institution in a field relevant to the project.
  • At least 10 years' professional experience in judicial investigation in the fight against transnational organized crime.
  • Professional operational experience in the fight against TIM/TEH networks.
  • Experience(s) in the field of international technical cooperation.

Assets:

  • Experience in judicial Police technical training.
  • Experience in forensic and illicit financial flows.
  • Experience of working on EU projects/programs or other international development partners.
  • Professional experience in West Africa, ideally in Nigeria.

Professional skills:

  • Perfect command of criminal procedure.
  • Ability to identify and analyze needs and difficulties and propose solutions.
  • Professional experience leading pedagogical actions.
  • Ability to establish professional relations within a bilateral and/or multilateral framework.
  • Ability to work in an intercultural environment and in sensitive areas.

Languages:

  • Perfect fluency in French and English (written and spoken).
  • Organizational skills, rigor, flexibility and autonomy.
  • Ability to work as part of a team.
