1. Background / Rationale

For 70 years, UNICEF has promoted the survival, protection and development of children, young people, and women. UNICEF supports vaccines, child health and nutrition, clean water and sanitation, quality basic education, and protection from violence and exploitation. UNICEF is funded entirely by voluntary contributions from individuals, businesses, foundations and governments.

EMOPS provides strategic and coordinated support to Country Offices for humanitarian crises, aligned with UNICEF Strategic Plan 2022-2025 and the Core Commitments to Children in Humanitarian Action (CCCs). EMOPS ensures UNICEF’s role in emergencies is clearly defined and that the organization is prepared to deliver its mandate.

EMOPS Director’s Office oversees corporate products requiring writing, editing, copy-editing and proofreading per UNICEF standards and style.

2. Purpose of Assignment

UNICEF seeks proposals from qualified individuals with experience in professional writing, editing and proofreading to support UNICEF Offices globally. The consultancy will be fully remote.

3. Programme Area and Specific Project Area

UNICEF's Office of Emergency Programmes aims to identify a writer / editor consultant to undertake writing, editing, and reviewing of several UNICEF humanitarian products. The consultant should be able to write research / technical documents and edit a broad range of topics in humanitarian action (e.g., emergency preparedness and response; humanitarian access; principled humanitarian assistance and protection for children; accountability to affected populations; humanitarian coordination; and humanitarian and development nexus). Deliverables include reports, research, strategy documents, case studies, briefing notes and other knowledge products. The consultant will provide editorial support (editing, copy-editing, proofreading) for these products, operating from raw inputs provided by UNICEF Headquarters, Regional Offices or Country Offices and writing according to the assigned purpose. The role also involves summarizing large and complex knowledge products into concise formats.

4. Objective(s)

The objective is to establish a Long-Term Agreement to facilitate UNICEF’s ability to hire consultants for a range of writing and editing services globally. Under the EMOPS Director’s Office, the consultant may undertake one or more of the following tasks: writing, rewriting and editing of EMOPS humanitarian products, including:

  • Humanitarian Action for Children appeal
  • Executive Board papers on UNICEF humanitarian action (e.g., EB first regular session in February; EB annual session in June)
  • EMOPS Summary Narrative (Annual Report)
  • Briefing, Strategic notes and Country Profiles
  • Presentations
5. Major Tasks to be Accomplished

The consultant will undertake tasks as agreed with UNICEF. Responsibilities of the Consultant include:

  • Use own equipment (laptop, microphones, software) and other necessities for tasks.
  • Maintain confidentiality: no content may be shared with third parties without written UNICEF permission; all components remain UNICEF property.
  • Not place own name or logo on final products; UNICEF branding only if required.
  • When travel is required: the consultant is responsible for arranging travel.

Responsibilities of UNICEF include:

  • Provide activity details and requirements.
  • Orient the consultant on UNICEF branding guidelines.
  • Describe methods and approaches guiding UNICEF projects described in the Terms of Reference.
  • When travel is required: the hiring office will set a reasonable travel budget and reimburse the consultant per contracted terms.
6. Deliverables

Deliverables cover writing, editing, copy-editing and proofreading of documents following UNICEF Brand guidelines and Style Book. Drafts are subject to technical review and fact-checking. Deliverables include initial drafts, revised versions after review, and final proofs with labeled sections and proper structure.

7. Technical Evaluation Criteria

The selection for the Long-Term Agreement will be based on technical evaluation and financial offers in a specified ratio (e.g., 80:20). Criteria typically include:

  • Cover letter explaining motivation and fit
  • Relevant educational qualifications
  • Relevant work experience
  • Work samples (three examples)

Financial scoring and overall qualifying marks will apply as per UNICEF procedures. Financial offers are evaluated separately and in relation to the technical score.

8. Financial Proposal

Provide a separate financial proposal indicating daily professional fee and estimated days for each deliverable category (writing, editing, copy-editing, proofreading). All costs should be in USD. Upload financial proposal as a separate document in the online portal.

9. Submission

Applications must be submitted through the online portal. The deadline is midnight Eastern Time on 3 October 2025. Attachments required:

  • A cover letter
  • Three work samples with a brief description of the candidate’s role
  • A financial proposal

In addition, the application may include notes on eligibility and any other required information. UNICEF notes that the organization does not charge any recruitment fees and does not request bank details during recruitment.

  • UNICEF emphasizes safeguarding, anti-discrimination, and compliance with UN standards. Background checks are expected for selected candidates. Medical clearance and visa requirements may apply depending on duty station. Some roles may require vaccination or medical exemptions.
