Job Title : Commissioning Manager Topside
Location : France Onshore (Paris / Sain Quentin), followed by China Onshore
What we do: Commissioning, start-up, and handover activities to ensure safety, quality, budget and schedule compliance.
Responsibilities
- Ensure the execution of head office activities concerning pre-commissioning, commissioning, start up, test run, training, maintenance engineering, operation and handover of the plant to the Client according to contractual requirements and project objectives in terms of safety, quality, budget and schedule.
- Ensure compliance of site activities with established processes and HSE requirements, respecting time and cost targets.
- Have overall responsibility and accountability for the efficient Commissioning / Operations / Maintenance.
Commissioning and Start-up phase
- Ensure HSE procedures required for each activity / work phase are available and applied.
- Contribute to Safety Walkdowns; participate in incident investigations when applicable.
- Participate in Pre Start-up Safety Reviews (PSSR).
- Issue Pre-Comm, Comm and Start-up progress reports.
- Manage Pre-Comm, Comm, Start-up & Oper activities, coordinating different parties.
- Ensure adherence to schedule / budget, whether for home office activities or at site.
- Participate in risk / opportunity meetings.
- Be responsible for competency assurance / development of the team.
- Participate in plant handover process including preparation of Comm Dossiers.
- Ensure transferring of lessons learned to home office.
Operation Phase
- Responsible / Accountable for Prod Safe / efficient operations.
- Maintain client relationships.
- Implement / maintain SMS, a Planned Maintenance System on Prod Equipment according to Company SMS.
- Arrange through Company for periodic internal / external SMS audits.
- Ensure classification / statutory surveys are planned / conducted.
- Ensure compliance with national and international laws (Classification society, IMO, SOLAS, ISPS code, MARPOL, etc.).
- Ensure proper verification by the ISM overriding authority onboard for safety and pollution prevention works.
- Collaborate with Client on operating costs; responsible for operating costs recovery.
- Prepare / obtain annual approval for local operating budgets; review monthly financial forecasts and local expenses; take corrective action as needed.
- Monitor performance of Prod Equipment and take corrective actions when performance is below standards.
- Review / appraisal of staff performance.
- Obtain technical / professional support for Operations in liaison with BL functions, Client, local technical support, Consultants, Manufacturers, Vendors, Contractors.
- Supervise local subcontractors / local agents; supervise materials / personnel logistics related to prod equipment operations.
- Periodically review subcontractors / supplier performances; manage subcontracting of local staff per Company procedures.
- Participate in defining / approving office / vessel manning, staff remuneration and service conditions.
- Coordinate / support Prod Facilities emergency situations with corporate dept / Client.
- Supervise compliance with class rules and flag regulations.
Pre-Operation Phase
- Support HSE Manager in preparing the HSE plan / procedures.
- Prepare the Pre-Comm, Comm and Start-up Plan.
- Review contractual documentation and contribute to identifying project risks & opportunities.
- Review test run procedure and operating manuals.
- Define procedures for mechanical, electrical & process isolation control.
- Define Comm sequences and priorities to guide the project toward completion.
- Support project schedule preparation and follow-up.
- Prepare Licensor / Vendors schedules and assignments for Comm Start-up and Test run activities.
- Support subcontracting plan preparation; prepare technical specifications for subcontracting activities within responsibility.
- Ensure Prod Facilities are suitable for practical / safe operation and maintenance / repair per Saipem procedures.
- Liaise with HR for crew phase-in and training execution.
- Ensure necessary materials for safe / efficient operation are on board and in good order prior to comm.; monitor planned maintenance setup.
- Supervise preparation of material pre-operations inventory budgets for materials and consumable spare parts and issue forecasts.
- Produce / distribute periodic reports.
- Timely review in liaison with corporate depts all operating / safety procedures / manuals.
- Cooperate with HSE in all SMS-related aspects.
What are we looking for?
Education : Master’s Degree / Bachelor’s degree in Electrical Engineering
Languages : English language skills required
Technical Knowledge :
What else should you know? The position shall be operated from 2 locations, first from France (Onshore) and later from China (Onshore). After 3 years assignment will be offshore Angola.
