Water Treatment Operations Engineer (Under Review) – Department: Water Services, Water and Waste Department. Designated Work Location: Water Treatment Plant – Deacon - On site. Position Type: Permanent, Full-time. Hours of Work: 8:00 a.m. to 4:00 p.m., Monday through Friday. Salary: $85,566.26 - $115,191.21 annually, W.A.P.S.O. Grade 5. Employee Group: W.A.P.S.O. Job Profile
Under the general direction of the Water Treatment Systems Engineer, the Water Treatment Operations Engineer manages the Engineering Section of the Water Treatment and Supply Branch. The role supervises the Engineering Section and delivers professional engineering, contract administration, management, and administrative services for operations, maintenance, and capital improvement initiatives. The Water Treatment and Supply Branch operates and maintains the City of Winnipeg’s potable water treatment and supply systems, including Shoal Lake facilities, the Winnipeg Drinking Water Treatment Plant, Deacon Reservoirs and Booster facilities, in-town and regional pumping stations, reservoirs, and related infrastructure.
The Water Treatment Operations Engineer oversees an annual budget of approximately $15 million for chemical and consultant services. This position is key to providing safe, reliable, and uninterrupted 24/7 Water Treatment and Supply service to the City of Winnipeg.
Responsibilities
- Provision of engineering services for the continued operation of the Water Treatment and Supply systems.
- Administering Construction, Consultant, Services, and Supply contracts, budgeting and estimating for the Water Treatment and Supply Branch.
- Supporting the delivery of capital projects.
- Managing human resource activities for the Engineer Section of the Water Treatment and Supply Branch.
- Communicating and liaising with regulatory agencies, the public, politicians, and civic staff from other branches, divisions, and departments.
- Membership in the Water Treatment and Supply Branch leadership team and performance of other duties as assigned.
Your Education And Qualifications
- Bachelor of Science in Engineering.
- Master’s Degree in Engineering or Business Administration is an asset.
- Post-secondary courses in Water Treatment and/or Water Distribution are preferred.
- Supervisory/leadership courses and project management courses are preferred.
- Four (4) years’ experience as a P. Eng. in a directly related Engineering field.
- Two (2) years’ experience with design, operation, and/or project management of water treatment, water distribution, wastewater treatment, wastewater collections, and/or industrial processes.
- Experience organizing, prioritizing, and coordinating work and resources with a high degree of independence.
- Experience leading projects and directing, supervising, developing and evaluating staff.
- Experience organizing, coordinating, and managing the work of a team and maintaining accurate records.
- Experience preparing, updating, reading, and interpreting technical drawings, specifications, charts, schematics, and tables.
- Strong analytical and problem-solving skills with the ability to develop innovative solutions and adapt to changes.
- Experience in development, reporting, and administration of budgets.
- Experience with general financial management practices and economic analysis methodologies.
- Experience using a PC with Microsoft Office Suite and work management information systems.
- Knowledge of water treatment plant operations and water system infrastructure.
- Demonstrated ability to establish positive working relationships with employees at all levels and with external contacts in accordance with the Respectful Workplace Standard.
- Effective communication skills, both verbal and written, with the ability to deliver presentations and prepare reports.
- Ability to exercise sound judgment and provide direction under pressure.
- Willingness and ability to respond to emergency situations and provide 24-hour standby duties on a rotating basis.
- Knowledge of occupational hazards, safety regulations, and procedures applicable to the position.
- Education outside of Canada must be comparable to Canadian minimum qualifications; official academic assessment may be required for foreign credentials.
Conditions Of Employment
- The successful candidate must maintain legal eligibility to work in Canada and ensure any work permit remains valid.
- A Police Record Check will be required at the candidate’s expense.
- Must possess and maintain a valid Class 5 Manitoba Driver’s License and provide a driver’s notice in force upon request.
- Professional Engineer designation and registration with Engineering Geoscientists Manitoba, or eligibility for immediate registration under the EGM Mobility process.
- Must obtain and maintain Class 4 Operator Certification in Water Treatment within six years.
- Must be physically capable of performing all duties, including lifting up to 50 pounds and working at heights or in confined spaces, with tasks performed indoors and outdoors in varying weather conditions.
