Project Delivery Specialist
Location: Toronto-661 University
Department: Digital Business Office
Role: To coordinate resources, schedules and information to ensure projects are delivered on time within scope and on budget. To act as a liaison between departments, streamlining workflows and managing project activities. To conduct business analysis to ensure customer business requirements, recommendations and solutions are documented, approved and recorded. To provide the interface between the PHO program portfolios and Digital and Data teams and work with portfolio colleagues to translate business requirements to potential technical solutions with regard to feasibility and sustainability.
Key Responsibilities
- Support PHO Business Partner Projects and Project Managers by coordinating Digital and Data resources, schedules and deliverables to ensure projects are delivered on time within scope and on budget. Act as a liaison between departments and conduct business analysis to ensure customer business requirements, recommendations and solutions are documented, approved and recorded.
- Support internal Digital and Data projects throughout the entire lifecycle from initiation to close-out. Develop and maintain project documentation such as charter signoffs, project plans/schedules, project gateway artifacts, risks and issues log, meeting agendas and minutes, resource and cost estimates as appropriate.
- Provide business analysis services and guidance for PHO business partners to determine and confirm customer business requirements, recommend possible solutions (change or modify existing systems or develop new applications) based on feasibility studies, cost estimates and risk analysis.
- Work with subject matter experts (SMEs) to develop detailed solution designs to translate concepts between customers and portfolio departments, ensuring alignment and agreement on solution proposals.
- Inform stakeholders and sponsors of estimated development timelines, deliverables and possible risks, outlining mitigation options.
- Perform options analysis and propose alternative solutions based on business architecture rules, business process flows and requirements, involving business process reengineering or process improvement that will utilize or integrate with current systems.
- Develop business and technical process flows detailing the sequence of events to implement new solutions or hardware and software changes.
- Coordinate activities and project team members throughout development, testing and implementation.
- Communicate with, advise and seek advice from Digital and Data management regarding project planning, gating issues, opportunities or risks; project changes; business cases, solution recommendations; and performance reports. Prepare and present business cases for approval or redirection and initiate project planning for approved initiatives.
- Prepare and present status reports, briefing notes and presentations to management.
- Review privacy legislation and PHO security requirements and liaise with staff to ensure new application design, development and implementations reflect privacy and security provisions.
- Stay up to date on the latest trends in project management, business analysis and project delivery.

Knowledge and Skills
- Knowledge of structured business and systems analysis techniques and associated software and tools to interface between business customers and IMIT and design and implement solutions or web-based applications that leverage existing systems or are new applications and meet the customers’ needs.
- Ability to develop feasibility studies and risk analyses and create technical specifications to ensure understanding and agreement with concepts before committing to solution design.
- Ability to analyze and optimize workflows and systems to enhance efficiency, reduce waste and improve quality, boosting overall performance.
- Knowledge of formal Project Management methodologies to propose, initiate, plan, resource, develop, monitor, report and deliver outcomes that meet planned commitments and requirements.
- Experience leading technology projects such as database infrastructure, reporting, application development, web technologies.
- Knowledge of business process reengineering or process improvement methods to assess and propose alternative solutions that utilize existing systems.
- Knowledge of process flow diagrams to develop formal and repeatable processes and ensure implementation of changes or new applications.
- Knowledge of security standards and legislation such as FIPPA and PHIPA.
- Planning, organizational, scheduling and prioritization skills to manage multiple activities and meet tight deadlines while coordinating with diverse teams.
- Project management and analytical skills to manage tasks, logistics and provide ongoing follow-up and communication to stakeholders.
- Written and oral communication skills to interact with stakeholders, reflect business requirements and develop applications aligned with PHO requirements and supported by documentation.
- Presentation skills to communicate technical concepts to non-technical audiences and adjust messages as needed.
- Research and analysis skills to synthesize and document designs, plans and recommendations into work and project plans.
Education and Experience
- Undergraduate in Information Technology or related field, or equivalent experience.
- 6 years combined experience in project management and business analysis.
- CBAP or similar Business Analysis certification is preferred.
- PMP or similar Project Management certification is preferred.
- Agile Project Methodology experience is required.

- Evaluates project risk and informs stakeholders with mitigation options.
