Human Resources Advisor

Exempt Staff Position, Regular Full-Time

The District of Kitimat is recruiting for the position of Human Resources Advisor. Under the general direction of the Director of Human Resources and Labour Relations, this position is responsible for carrying out human resources functions and providing support across a range of HR processes and practices. Primary responsibilities include full cycle recruitment and disability management.

This position provides a salary range of $104,666 to $115,532, a comprehensive benefits package, professional development opportunities, complimentary use of our recreation facilities, and if you are coming here from outside of Kitimat, relocation assistance and a rental subsidy. This position is entitled to three weeks of annual vacation and two weeks of paid time off in lieu of overtime, for a total of 5 weeks. Additional increases are based on years of service.

Key responsibilities include:

  1. Leads the full-cycle recruitment process, including developing job descriptions and postings, preparing interview questions, participating in interviews, conducting reference checks, coordinating site visits, and preparing employment offers.
  2. Oversees post-recruitment activities, ensuring completion of all pre-employment requirements such as Police Information Checks, medical assessments, relocation expense reviews, and the preparation of rental subsidy agreements and relocation promissory notes.
  3. Manages disability and leave administration, including coordination of medical documentation, preparation of forms, ongoing communication with employees and healthcare providers, and facilitation of return-to-work and accommodation plans for both WorkSafeBC and non-occupational claims.
  4. Coordinates and delivers onboarding programs for new hires, including conducting employee orientations and ensuring a smooth transition into the organization.
  5. Performs a variety of departmental administrative functions, such as maintaining employee records, assisting with the HRIS system, updating seniority lists, arranging shift coverage, and coordinating long service recognition programs.
  6. Provides support and coverage to the Labour Relations Advisor as required and performs other related duties as assigned by the Director of Human Resources and Labour Relations.

Qualifications, skills and experience required include:

  1. Bachelors Degree in Business or Public Administration with a concentration in Human Resources.
  2. A CPHR BC designation is an asset.
  3. A minimum of three years’ experience as a HR generalist or equivalent in a unionized environment.
  4. Comprehensive working knowledge of applicable legislative requirements in human resources.
  5. Experienced in collective agreement interpretation and application.
  6. Proficiency in Microsoft Office, including Outlook, Word, and Excel.
  7. Strong communication, interpersonal, mediation and facilitation skills.
  8. Necessary skill sets include planning, decision making, problem solving, critical thinking, policy and program development, and intermediate computer skills.
  9. Ability to maintain a high level of confidentiality and discretion on all matters.
  10. BC Driver’s License - minimum Class 5/7N.
