Job description

The GIS Technologist II is responsible for system administration of ArcGIS and Enterprise systems, data analysis, enhancing organizational process automation, and is responsible for the organizational geospatial strategy and implementation.

Reporting to the Business Systems Manager, this highly skilled, self‑directed individual has technical work experience in the administration and delivery of GIS services within an ArcGIS Enterprise environment. This role will manage and maintain the city’s GIS infrastructure and enterprise GIS with a focus on service delivery.

This permanent position is 40 hours per week, posted internally and externally concurrently.

DUTIES AND RESPONSIBILITIES
  • Administers ArcGIS Online and Enterprise systems.
  • Administers both front and back‑end functions to ensure optimal system function for users.
  • Develops organizational GIS Strategy and framework, overseeing phased implementation and ongoing maintenance of the geospatial strategy.
  • Maintains and manages GIS architecture to support Enterprise software.
  • Manages geodatabase.
  • Integrates new data into existing City systems and processes to support ongoing business needs.
  • Publishes and manages web services in a service‑oriented architecture.
  • Recommends development, alteration, or refinement of GIS capabilities to better meet departmental requirements.
  • Analyzes, prepares, and maintains statistical reporting to support internal and external information reporting requirements.
  • Uses Power BI to consume multiple datasets, develop dynamic reporting structures, and build dashboards to gain insights into the city’s data.
  • Enhances automation, designing and improving Python scripts for process automation, and using ETL tools such as FME to integrate and automate GIS processes.
  • Trains and assists in supervising a GIS Technologist I.
  • All employees work in accordance with the City of Fernie’s Safety Management System.
  • Other duties as required.
REQUIRED QUALIFICATIONS
  • Completion of a post‑secondary GIS program from a recognized technical institute.
  • Minimum five years experience, with at least two years’ experience administering ArcGIS Enterprise system.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Uses spatial analysis tools and techniques to find relationships, discover patterns, and solve problems with geographic data.
  • Has sound knowledge of policies, procedures, practices, and regulations as they relate to GIS.
  • Maintains a variety of records, reports, and information systems related to the work.
  • Designs, codes, and tests programs and subroutines on the geographic information system.
  • Provides guidance and training to internal GIS users as required.
  • Works with Microsoft SQL Server and FME; formal training and certificate preferred.
  • Has excellent computer skills, including in‑depth knowledge and experience working in an MS Office environment.
  • Demonstrates strong written, verbal, and interpersonal communication skills for effectively communicating and working with others, and handles confidential inquiries and information tactfully.
  • Has effective organizational skills.
  • Trains and supervises others.

  • Previous related experience working in a municipal environment.
  • Interest in technology and keeping current with advancing technology.

Employment for this role is regular, full‑time, 40‑hour work week, and is benefitted. This is a unionized position and will be a part of CUPE 2093 local. Benefits and vacation are in accordance with CUPE Local 2093 Collective Agreement, and the current rate of pay is $48.16/Hour.
