Tasks

The Contractor will support the Family Advocate by performing duties that may include, but are not limited to:

  • Develop a strong understanding of the organization’s mandate, related programs, and key stakeholders.
  • Research and analyze issues affecting military families, including childcare, spousal employment, housing, and healthcare.
  • Develop and implement communication strategies, plans, and content (newsletters, social media, web, briefing notes, presentations, fact sheets).
  • Create and manage content for internal and external communications platforms, including websites and social media.
  • Coordinate design and production of communication materials; ensure clarity and accessibility of messaging.
  • Monitor and assess communication effectiveness through performance metrics and feedback.
  • Liaise with internal teams and external partners to support family-related initiatives and policy development.
  • Maintain and update program databases, records, and archives.
  • Assist in program event planning, coordination, and logistics (e.g., conferences, orientation sessions).
  • Conduct interviews, surveys, and focus groups to gather insights and evaluate program impact.
  • Develop partnerships with organizations supporting military families and advocate for improved quality of life initiatives.
  • Analyze policies, programs, and data to identify gaps, best practices, and opportunities for improvement.
  • Prepare research reports, briefing materials, and recommendations for leadership.

Mt1 - The proposed resource must have demonstrable experience developing communications content, including web and social media in the last 5 years.

Rated

RT.1 The proposed resource should have a professional certification. Professional certifications / designations must be supported by copies of appropriate documentation degree, diploma in a relevant field (eg. Communications, Journalism, Public Relations, Marketing).

RT.2 The proposed resource should demonstrate relevant experience in the communications consultant category.

RT.3 The proposed resource should have experience working with or for military families, including in volunteer capacities, previous employment with a military family affiliated program, etc. (e.g. with MFRC programs, fundraising).

RT.4 The proposed resource should have highly developed knowledge of military family issues and challenges, as experienced directly as a CAF member, veteran or military family member.

RT.5 The proposed resource should demonstrate the ability to Speak, read and write in both official languages (English and French).

RT.6 The proposed resource should have experience, within the last 96 months, in developing and implementing communication strategies and plans, writing articles for web and/or print publication, and producing social media content. Including coordinating with technical/IT/web authorities to revise, coordinate, and facilitate content delivery for websites.

RT.7 The proposed resource should have experience in developing and implementing creative communication and information products using a variety of tools, techniques, and media (eg., Canva, Figma, Adobe Creative suite).

RT.8 The proposed resource should have experience, within the last 96 months, in preparing and staffing briefs, briefing notes, correspondence, files and presentations for senior leadership for further review via electronic staffing or other staffing procedures.

RT.9 The proposed resource should have experience in database management, including regular data entry, validation, and verification to ensure databases reflect the most current information. To include maintaining accuracy of records, tracking expiry dates and coordinating timely renewals, maintaining electronic message distribution lists.

RT.10 The proposed resource should have experience in events planning, including agenda development, logistical coordination, venue requirements, participant tracking, and coordinating social events.
